Manager, Reporting and Analysis
The primary purpose of this job is to prepare and/or coordinate the preparation of internal and contractually required Medicaid and FHPlus reports. To provide program evaluation and analysis, including but not limited to utilization analysis and comparisons and forecasting analysis. To identify, document and make recommendations for implementing efficiencies in report preparations and submissions. To ensure contract mandates are adhered to. To respond to members, providers, internal and external customers in accordance with contractual mandates as well as HIP?s compliance standards.
Job Duties:1. Coordinates, prepares and disseminates contractually required Medicaid/FHPlus reports and internal management reports as requested (40%).2. Prepares MIS Service Requests for systems changes needed to meet reporting requirements and/or to enhance services; represents the department at Data Warehouse Meetings (10%).3. Compiles, analyzes and identifies trends in Medicaid enrollment, disenrollment and other related reports retrieved via the BBS and other sources from NY Medicaid Choice, HRA and the Enrollment Broker (10%).4. Prepares monthly/quarterly and annual projections of Medicaid member enrollments for reports, RFP?s and other purposes (10%).Assists in the development of training materials and participates in overall training activities, e.g., the development of staff, interdepartmental and provider network training. (10%).5. Under the direction of the Director serves as a liaison to regulatory agencies and HIP departments regarding reporting issues (10%). 6. Other duties as assigned; including but not limited to Contract Compliance monitoring, oversight and implementation activities (10%).
Job Dimensions:1. Commitment to rigid specifications to ensure statistical accuracy, consistency and maintaining meticulous documentation is critical when preparing and coordinating report submissions. Incumbent makes independent decisions relative to data compilation, analysis and evaluation. [Determines when specifications and/or documentation are to be submitted to the Director during or prior to reporting process which require intervention or clarification]. Incumbent to develop QA interventions to provide confirmation of documented specifications.2. Effectively handles competing priorities, is able to effectively prioritize daily and weekly activities, and meets all deadlines. Makes independent recommendations to Director relative to the day-to-day operations of Reporting Unit. [Is able to recognize issues of critical importance and seeks direction from senior management as necessary].3. Enforces company or contractually mandated policies without creating negative reactions by staff or internal/external customers (knows when to seek guidance from Director]. 4. Incumbent will supervise union employees. It is expected the incumbent will promote an environment that enforces accuracy, productivity and opportunities for employee initiative.Qualifications:
1. Knowledge of HIP?s Government contracts and associated regulations, policies and procedures.
2. Administrative skills sufficient to analyze data and make appropriate recommendations to management.
3. Have oral and written communication skills sufficient to represent HIP with external organizations.
4. Have computer skills sufficient to analyze and manipulate data into useable formats for reporting and analytical purposes.
Supervisory experience 5 years minimum, in a union environment preferred.
Work experience - 5 years experience or Master's in Mathematics or Finance would and at least 2-3 years experience would suffice.
Education level - Master's Level in Finance or Mathematics preferred. Proficiency in Excel is required.
