Title: NYCAPS Process Manager - JVN #1682

JOB DESCRIPTION:
(New York City Residency required within 90 days of appointment)
The New York City Department of Information Technology and Telecommunications is in the process of implementing the New York City Automated Personnel System (NYCAPS), a centralized, state-of-the-art, web-based PeopleSoft Human Resources Management System (HRMS) for all City Agencies which will contain Human Resources, Civil Service, and Benefits data for all employees.
In order to support the development of the NYCAPS Project, the NYCAPS Project Office is seeking a Process Manager to oversee a large team of process analysts involved in the reengineering and documentation of citywide human resource processes as they relate to the implementation of a citywide Peoplesoft Human Resource Management and Benefit Administration system. The manager will work directly with the Deputy Commissioner and other involved agency executive leadership to spearhead a major human resource transformation effort to streamline all areas of human resource within the city. Responsibilities will include:
- Translating and redefining current human resource processes, policies and practices in line with the citywide implementation of the state-of-the-art Peoplesoft HRMS and Benefit Administration product suite;
- Overseeing and leading a team of managers, analysts and consultants involved in the detailed design, testing and roll-out for system delivery as well as a team of agency subject matter experts to implement changes to citywide human resource practices in order to maximize benefits to the city;
- Analyzing existing citywide and agency human resource operations and organizational structures and identifying initiatives and opportunities for the city to improve existing processes; management;
- Preparing a detailed work plan and roadmap to achieve desired results within a two year timeframe for presentation to a citywide Executive Steering Committee.
PREFERRED SKILLS:
- Executive level management experience, analytic, problem solving, and communications skills.
- Experience managing a large human resource operation or spearheading a complex human resource transformation project in a consultative role.
- Proven ability in overseeing the entire project lifecycle for a large scale implementation including all areas of change management.
- Candidate should have hands on experience with the Peoplesoft HRMS suite or other major enterprise wide human resource software.
- The ability to handle multiple concurrent activities is critical.
- interface appropriately with Executive Management and work well in a team environment.
- Experience managing in a human resources environment is highly desirable.
CIVIL SERVICE QUALIFICATION REQUIREMENTS:
A baccalaureate degree and four years of experience in project management, business administration, public administration, personnel administration, organizational management, or information technology project management related to IT service delivery, systems development, process reengineering or systems planning and integration. One year of such experience must have been as a consultant or managing or supervising professional staff performing related work.
