> Project Execution Office (PE), Special Projects Coordination Division

> has openings for Program Analysts: one full time (40 hours) PSC 9/11

> (GS

> equivalent) position and one part time (32 hours) PSC - 12 (GS

> equivalent) for a Program Analyst. The requirement will be satisfied

> through a one-year renewable Personal Services contract at the PSC

> 9/11/12, GS equivalent grade level. The full performance level for

> these positions is at the GS-12 equivalent grade level. Salary range

> is between $44,856 and

> $84,559 and will be based on relevant salary history and experience.

> The positions supports a division consisting of about 40 employees in

> the continental U.S. and overseas, consisting primarily of engineers,

> architects, and security professionals, who are responsible for the

> planning, design, construction, security, and commissioning of highly

> secure, high profile, and complex diplomatic facilities. A primary

> purpose of the position is to analyze administrative processes and

> programs relevant to the division's mission, enhance their efficiency

> and responsiveness to requirements, and administer them to achieve

> mission objectives. The position requires administrative and

> analytical expertise supporting management in the control and

> administration of technical and administrative information. Duties of

> the position consist of but are not limited to: analysis and

> evaluation, on a quantitative and qualitative basis, the effectiveness

> of programs, processes, and operations in meeting established goals

> and objectives and identify slippage and impact; and supports with

> assistance or provides to senior managers and Divisional personnel on

> technical and administrative matters including databases, reports,

> presentations, communication, Division equipment, performance, and

> work distribution; resources include but are not limited to project

> planning, design, construction and security scopes of work, contract

> awards, deliverables, schedules and budgets; coordinates and tracks

> program/project efforts; establishes and maintains methodologies to

> collect and analyze data applicable to the many Division disciplines;

> provides suggestions through reports and analytical studies to support

> proposed changes as well as new innovations to reduce the possibility

> of negative impact on Divisional goals and objectives; drafts or

> develops information for presentation to upper management, the

> Inspector General, Government Accounting Office and/or Congress.;

> writes reports, letters and other documents with recommendations for

> management programs, policies, and activities; and performs a variety

> of duties to carry out, administer or advise on work concerned with

> assuring the quality of work transactions, business processes and

> delivery of services needed to carry out programs and functions.

> MANDATORY REQUIREMENTS: Applicant must be a U.S. citizen (failure to

> state this on the application will render the applicant ineligible for
