Policy and Programs Consultant
The State Road and Tollway Authority (SRTA) has a challenging and exciting opportunity for a Policy and Programs Consultant in the Strategic Development Unit. The Strategic Development Unit provides and coordinates strategic planning and policy development and direction; develops innovative financing services; and researches new transportation service opportunities for SRTA.
This position serves as transportation infrastructure policy research and advisement coordinator, and supports the state legislative liaison(s) for the State Road and Tollway Authority. This incumbent will attend and represent SRTA at regularly scheduled meetings conducted by transportation industry agencies, authorities and local, regional and national organizations. The incumbent will provide an analysis to management of the implications of state laws, policy statements and regulations affecting the Authority. The incumbent will review and prepare legal and working documents, assist with contract negotiations and preparation, project management, transportation planning and studies and seek federal funding opportunities for the Authority. The incumbent will recommend actions as needed by SRTA in areas related to personnel, tollway operations, and general business operations. This incumbent will support efforts relating to congestion mitigation task forces, managed lane and public private initiatives.
Major Responsibilities:Supports the units within SRTA on contract and policy issues by interpreting applicable state, federal, and agency rules, regulations, policies and legislation.Serves as liaison between division units, internal and external customers in policy, and procedural activities or issues.Prepares strategic working documents.Serves as project manager.Conducts legal research and writing.Maintains knowledge of current trends and developments in the field and applicable laws, statutes, etc. governing the agency and applies that knowledge to operations and situations.
Minimum Qualifications:
Demonstrated ability to apply facts in analysis and briefs; to prepare appropriate legal documents, contracts and other business correspondence; to monitor and draft proposed legislation; and seven (7) years of experience in policy development and statewide planning.
Completion of a four year degree from an accredited college or university, in a related field.
Preferred Qualifications:
Graduation from an accredited school of law and membership in good standing with the Georgia Bar Association or a Master?s Degree in Public Administration, Business Administration or related fieldKnowledge and experience in effective policy and procedure development in a government environmentKnowledge of state and federal rules, regulations, policies and legislation in an environment similar to the operations of SRTA, or the transportation industryExperience with the disposition of complex business and legal issuesDemonstrated ability to develop new insights into situations and apply innovative solutionsKnowledge of current trends and developments in transportation/tollway activities
