The U.S. Patent and Trademark Office (USPTO) is responsible for granting U.S. intellectual property rights for patents and trademarks, providing inventors exclusive rights over their discoveries. The efforts of the approximately 7,000 employees of USPTO contribute to a strong global economy, encouraging investment in innovation and cultivating an entrepreneurial spirit for the 21st century. The Office of Public Affairs is responsible for conducting a comprehensive public information program designed to promote an understanding and appreciation of USPTO?s systems in a global economy, and its contribution to the technological and economic vibrancy of the United States.

 

As the Senior Advisor for Communications Outreach, the incumbent will serve as an expert technical authority in the area of strategic communication.  This encompasses working with the Director and Deputy of Public Affairs and internal business units in developing and implementing strategic external communications plans and public relations campaigns related to USPTO?s special outreach initiatives, including: USPTO?s small business outreach and independent inventor programs, the ?CreaTM?curriculum, USPTO?s partnership with the Ad Council, and the agency?s joint projects with the National Inventors Hall of Fame. Additional responsibilities will include planning, directing and executing national campaign on program related areas, responsibilities, and activities and providing assistance and consultation to business units in initiating and maintaining direct contacts with the general public, specialized groups, and community and governmental entities using the agency?s outreach services.

 

Qualifications for this position include U.S. citizenship and specialized experience applying strategic communication concepts, policies, practices, analytical, and diagnostic methods and techniques.  Education may not be substituted for experience. Additional evaluation factors for this position include:

 Knowledge of a wide range of strategic communication concepts, policies, practices, analytical and diagnostic methods and techniquesSkill in presenting communication ideas in ways that will increase an understanding of agency programs and policiesSkill in establishing and maintaining effective working relationships with individuals at all levelsAbility to define problems, analyze alternatives, and recommend solutions to complex strategic programs
