RENT ADMINISTRATOR

Serves as Rent Administrator of the Department of Consumer and Regulatory Affairs, DC government.  Carries out the Rent Stabilization Program established under Title II, D.C. Law 3-131, as amended according to rules and procedures established by the Rental Housing Commission; and the rules and procedures establiashed by the Rental Housing Conversion and Sale Act of 1984. 

 

Incumbent is responsible for conducting the administrative and management activities of the rent stabilization program within the Rental Accommodation and Conversion Division.  Engages in program planning, drafts rules and procedures to support the administrative activities of the Division.  Determines fiscal and staffing requirements.  Develops and prepares the annual budget estimate with appropriate justification in accordance with budgetary procedures. 

 

Monitors program accomplishment on a continual basis through the conduct of management improvement studies and surveys.  Assigns technical projects to the appropriate staff members, establishes staff target dates and other special instructions.  Plans and directs the activities of the administrative and investigative staff, and keeps apprised of progress through periodic discussions and reports.  Provides assistance to the DCRA Director, the LPA Administrator, the Commission in evaluating current laws and formulating recommendations for revisions or amendments, and on solutions to problems involving operational relationships with other agencies.

 

Prescribes procedures and content for regular and/or specific reports submitted by staff members.  Responsible for the preparation of forms for registration statements for each housing accommodation in accordance with the Act; petitions for audits; partitions for hardship; petitions for tenant complaints; and any other forms necessary to meet the requirements of each of the respective Acts.



 

Guidelines include a thorough knowledge of the Rental Housing Act of 1980, the Rental Housing Conversion and Sale Act of 1984; regulatory and procedural requirements; intimate knowledge of landlord-tenant affairs and/or related fields; legal advice and guidance; operations and procedures of the Commission; and general knowledge of rules and regulations of personnel, management and budget preparation.  Confers with landlords, tenants, attorneys and representatives in DCRA and other District and Federal agencies to provide information on procedures, policies or to informally resolve questions that do not require adjudication.  Maintains contacts with the Landlord/Tenant Branch of the Superior Court of the District of Columbia and the Metropolitan Police Department, representative organizations and the association of landlords, tenants, attorneys and other interest groups.

 



Position Requires (1) Expertise in applying relevant laws, statutes and regulations associated with the overall mission. (2) Excellent planning skills, ability to develop high-level objectives, assign individual projects and tasks and monitor and report on project status. (3) Comprehensive knowledge of management principles and personnel management requirements. (4) Comprehensive knowledge of administrative, financial and managerial aspects, concepts, procedures and processes.
