Senior Contract Specialist Qualifications


The Senior Contract Specialist shall have completed a 4-year course of study leading to a bachelors degree, that included or was supplemented by at least 24 semester hours in any combination of the following field: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
The Senior Contract Specialist shall have Four (4) years of general experience in a contracting or related position, 1 year of which was specialized experience that included planning, managing, administering, directing, evaluating and serving as a technical authority for an organizations contracting program for highly specialized, state-of-the-art systems/subsystems and related equipment, supplies and technical services.
The Senior Contract Specialist shall have demonstrated experience in providing technical expertise and guidance on the full range of acquisition functions; advising on the formulation of agency acquisition polices and procedures and advising on proposed acquisition legislation or regulations.
The Senior Contract Specialist shall be knowledgeable in evaluating program operations and devising solutions to increase effectiveness and efficiency, briefing and advising program and management officials on procurement alternatives and resolutions to highly controversial, complex and sensitive problems and issues in undefined/unprecedented areas.
The Senior Contract Specialist shall have familiarity with foreign affairs agencies. The knowledge of foreign languages is desirable but not essential. The Senior Contract Specialist shall possess a DISCO SECRET clearance and be able to obtain a DISCO TOP SECRET security clearance.


The Senior Contract Specialist will provide assistance to Office of Overseas Protective Operations (OPO) Security Program Officers, Foreign Service Posts, Regional Security Officer and General Service Officer in planning, organizing, coordinating and evaluating contract actions in support of the Bureau of Diplomatic Security and the Office of the Procurement Executive (A/OPE).
The Senior Contract Specialist is responsible for planning, organizing, coordinating and evaluating contract actions in support of the Bureau of Diplomatic Security and the Office of the Procurement Executive (A/OPE). .
The Senior Contract Specialist will maintain the standard guard solicitation statement of work (SOW), providing recommendations for its improvement, ensuring the SOW meets the needs of the post while complying with the FAR, DOSAR, and DoS regulations and instructions.
