Sr. Subcontracts Specialist

We are currently looking for a Sr. Subcontracts Administrator who will be primarily responsible for administration and management of all subcontracting and purchasing activities for two business units (Managed Services & Solutions and IT Solutions & Services business units) within the Enterprise IT Solutions Division (EISD).

 

Responsibilities Include:

 Cradle to grave subcontracts administration/management in primarily a federal government contracting environment (i.e. proposal support, contract award and administration to subcontract closeout). Participate as a key team member and provide support to proposal teams during the proposal development process providing guidance and direction relevant to subcontractor requirements. Develop subcontractor RFPs in compliance with FAR, agency supplements and customer solicitation requirements. Conduct negotiations of terms and conditions to various agreements including Nondisclosure Agreement, Memorandum of Understanding/Agreement, Teaming Agreement, Subcontract Agreements, modifications, and final closeout/ releases. Prepare and/or facilitate subcontractor justifications compliant with CPSR requirements (i.e. purchase award summary, source justifications, price analysis, SOW, negotiations memorandum, etc.). Assist with problem resolution and provide strategic guidance to senior management as required.Provide guidance and training to all levels of internal personnel and subcontractor personnel in various functional areas. Assist with process improvement of procurement processes and procedures compliant with SOX, CPSR requirements. Support the Subcontracts Manager with ensuring effective oversight of subcontractor performance. Assist with establishing tools/mechanisms and reporting for measuring compliance and monitoring cost savings.

Background & Experience: MUST have 5+ years work experience in subcontracts administration in a primarily federal government contracting environment.Working knowledge of the FAR/DFARS and other agency supplemental regulations.Knowledge and administration of various types of subcontracts/contracts types including Fixed Price, Time and Materials, Level of Effort and Cost Reimbursement.Professional certification in government contract/subcontract management a PLUS.2+ years experience working in a CPSR approved procurement environment is preferred encouragedStrong negotiations and leadership skills MUST.Possesses excellent customer service skills and the ability to communicate with all types of internal and external customers.Strong oral and written communication skills are a must.Ability to work independently with minimum supervision and juggle multiple priorities in a fast-paced, dynamic environment.Strong interpersonal skills for building customer relationships with subcontractors and all levels of company personnel.Ability to apply sound business judgment and strategic guidance to management in a deadline oriented environment.MUST be proficient in Microsoft Office applications.Knowledge of CostPoint (project Setup and Purchasing Modules) preferred.Bachelor?s degree in related field is required.
