Subcontractor Administrator

Description:
Perform all aspects of subcontract administration from pre-award through close-out in accordance with the FAR and organizational procedures. Provide high quality support to time-critical programs and demanding internal customers.

Duties: Prepare RFPs, Subcontract Agreements, evaluate Subcontractor proposals, participate in negotiations, prepare subcontract documentation (including cost/price analyses), award subcontracts (FFP, T&M, basic cost reimbursement, Consulting Agreements), perform subcontract administration, execute subcontract modifications in response to changing requirements, and perform subcontract close-out activities. Provide support to Technical Departments in developing Statements of Work, developing source selection criteria and performing source selections, monitoring and reporting on Subcontractor performance, evaluating and paying Subcontractor invoices, and providing guidance on matters relating to subcontracts. Provide support to Program Managers, Prime Contract Administrators, and Cost Estimators in developing Prime Contract proposals, including developing Basis of Estimates (BOEs) and performing sub-certification activities (Truth in Negotiations Act). Assist in the development and implementation of process improvements to streamline Subcontracting and JHU/APL business processes.

Qualifications:
Required:
Bachelors Degree or equivalent. Five or more years of experience in Subcontracts, Purchasing or Prime Contracts. Ability to handle multiple tasks and meet aggressive deadlines. High-level of competence in MS word and excel. Strong organization, problem-solving, communication (verbal and written), interpersonal, negotiation and computer skills.

Desired:
Knowledge of the FAR and Government Contracting. Advanced degree. Certification in Purchasing, Contracts, or Government Contracting.
