Want to make a difference and have meaningful work?  Brookside Community Health Center (BCHC), with two locations in Richmond and San Pablo, is accepting applications for a Clinic Manager to join our team of providers and staff providing comprehensive, family centered, primary health, prenatal, and dental care primarily to low-income, uninsured and MediCal residents of West Contra Costa County. Brookside Community Health Center is a private, non-profit, Federally Qualified Health Center established in 1994 that sees over 40,000 annually.

 

Position Summary:  Responsible for planning, organizing, and directing financial activities of the Health Center.  Responsible for Management of Information Systems.

 

Essential Functions:  Directs and manages Directs and manages financial activities of the Health Center;  Participates in long and short term financial planning, budget development and development of financial policies and direction; Develops and upkeeps a budget that accurately projects both the resources available and the expenditures required to meet health center goals and objectives; Monitors monthly expenditure and revenue reports to assess budget status and identifies; Prepares specifications for capital expenditures, projects, and proposals as requested by the Executive Director; Provides management reports to the Executive Director, Board of Directors, and department managers; Monitors performance against regulations and standards, identifies, analyzes and corrects deficiencies; Develops and implements procedures, protocols, standards, and policies for finance, accounting, audit arrangements, and information systems; Ensures that Board-approved billing, credit and collections policies and procedures are in place to allow Brookside Community Health Center to maximize its revenue from all sources without presenting a barrier to care for clients; Interacts with outside billing service and assures appropriate and accurate activities by the service; Plans, directs, and implements changes in patient billing and reimbursement policies and procedures; Maintains knowledge of, recommends, and implements new patient revenue sources; Ensures that the Accounting and internal control systems are appropriate to the size and complexity of the health center and are based on Generally Accepted Accounting Principles; Supervises, maintains or causes to be maintained, all financial records according to financial and accounting policies and procedures which conform to Generally Accepted Accounting  Principles;  Ensures the integrity of adhering to these principles; Prepares periodic reports as may be required; Manages and assists in, the annual independent financial audit and ensures it is performed in accordance with Federal audit requirements; Acquires and monitors use of information system resources; Recommends and implements updates or changes in the system; Assures proper functioning of the components of the information system; Determines and maintains authority and accountability for finance department staff

including staff utilization and scheduling.  These positions may include bookkeepers, accountants, and billing staff; Hires and supervises finance department employees; Conducts employee counseling and disciplinary action, as appropriate, for staff supervised; Conducts scheduled performance reviews of all staff supervised; Determines need for and develops and coordinates pertinent staff education and training to maintain skill/knowledge competency of all Health Center staff;  Facilitates teamwork with persons in other departments; Maintains professional growth and development through seminars, workshops, and other resources; Attends Board of Director?s meetings and Finance Committee meetings when appropriate; Manages special projects as assigned by the Executive Director; Performs related work as required; Actively supports the Health Center?s mission, values, and goals;  Conducts all Health Center business within the highest standards of ethical behavior; Maintains compliance with Health Center policies and procedures; Maintains professional standards of reliability, performance, demeanor, and appearance at all times; Maintains strictest confidentiality for patient related matters as well as personnel and administrative matters. 

 

 

Minimum Requirements:  Bachelors or Masters Degree in accounting, finance, or related field. Four years management and supervisory experience in accounting and finance preferably in health care and/or non-profit environment. All positions require the ability to speak, read, and write fluently in English. 

 

Hours may include evenings and weekends, no holidays.
