Job Description: Title: Director of Central Billing Office (CBO)

Reports to: Assistant Vice President of Operations

Job Summary:

The Director of CBO is responsible for all activities related to BMMSI accounts receivable portfolio. This involves direct management responsibility for operational managers, collectors, billers and other support staff, who work in the Central Billing Office and who are involved in collections and recoveries. The Director is responsible for ensuring accurate posting of revenue, timely billing, cash collections and account follow-up, timely recognition of bad debt accounts, the resolution of unreconciled payments and reconciliation of all client AR accounts. The Director will ensure compliance with all legal, contractual, client and BMMSI policies, procedures and regulations.

Essential Functions:Provide leadership and direction to the CBO staff.Create, implement and manage initiatives designed to generate planned levels of loss recovery, at efficiency and quality levels that will maximize revenues and contain operating expenses.Establish and maintain professional relationships with all BMMSI clients and third-part intermediaries.Monitor the billing process in each billing unit to ensure timely and accurate submission of both primary and secondary claims to maximize revenue and minimize bad debt.Work with management to address any unacceptable levels of performance in the billing area and how it can be resolved.Ensure that appeals for reviews or denials and adjustments are worked and filed in a timely manner.Work to improve operational, functional, and technical processes and systems to improve productivity and profitability. Assist in developing and providing systems and/or training to address needs identified.Researches incidentals, write-offs, and changes in revenue from month-to-month, and alerts the AVP of Operations to material variances.Prepare daily, weekly and monthly reports for clients and administration as required.Conduct weekly and /or monthly AR meetings with each manager to review high balances and/or problem payers in order to ensure that proper follow-up activities and billing procedures have occurred.Hire and train all new team leaders, supervisors, and managers. Coordinate with management staff to ensure on-going training for all BMMSI hires.Ensure that all corporate policies, procedures and Medicare regulations are followed with respect to all functions within the CBO.Conduct quarterly pricing analysis to ensure that client charges are consistent with costs and that all prices are reasonable and can be justified. Where problems are identified, advise AVP of concerns.Work with Human Resources to ensure that corrective action and/or development plans are consistently written, adhered to and that appropriate follow up is taken.Ensure that all staff performance evaluations are completed on time.Perform other miscellaneous duties as assigned.

Skills/Requirements:College degree, 8 plus years related experience and knowledge in the collection/recovery of medical accounts in a physician/hospital healthcare setting. At least 4 years managerial experience.Strong knowledge of healthcare service delivery systems and third-party reimbursement, including account reconciliation and collections.Must demonstrate a commitment to a team environment, and have strong problem solving and analytic skills, as well as excellent oral and written communication skills.Proficiency in the use of MS Office applications, including Excel, and other database management applications.Heavy experience in third-party reimbursement and financial operations in an automated environment.Proficiency in recovery system management and familiarity with Oracle is desired.
