Manager of Decision Support and Financial Processes for Blue Cross

Our Finance Division has an immediate opening for an experienced Manager of Decision Support and Financial Processes located in Eagan, MN.

 

Job Summary:

This finance position will be responsible for developing and managing a new decision supportfunction within the finance division.  This individual will lead a staff whose scope of activities will be comprehensive of issues having enterprise wide financial impact.  Decision support unit staff will be the finance division's primary contact point with the rest of the Aware senior managementgroup for financial analysis and support of nonrecurring and significant transactions.  This department will manage the AM Best Rating Agency process.  Staff will also identify opportunities for developing processes and reports relative
to current activities where improved measurement and analysis can enhance outcomes.

 

Accountabilities:

1. Direct staff in providing high-quality financial analysis and
recommendations on a priority basis to Business Development as they evaluate prospective transactions.
2. Direct staff in developing processes and reports to enhance
the organization's ability to measure expected and actual benefits from strategic spending and assure that promised benefits are harvestedin administrative spending budgets.
3. Direct staff in developing methodologies and reports to measure productivity and ROIs attributable to a variety of organizational activities.
4. Build a high performing staff whose consultation and advice is
sought out by the organization as it conducts activities to improve performance.
5. Co-ordinate the efforts of multiple finance subject matter experts to optimize finance input into complex transactions.
6. Direct staff in conducting benchmarking, best practices, and
competitor analysis activities.
7. Direct special projects as requested by the CFO.
8. Establish and maintain relationships with key business unit
management to support Corporate objectives .  Serve as expert resource for business unit management on financial issues.

 

Job Requirements:

1. A bachelor's degree in accounting or finance or a related field; a CPA, MBA, or CMA is preferred.
2. Demonstrated superior analytical, decision-making and problem solving skills and advanced quantitative and qualitative analytical abilities.
3. Minimum of five years of insurance or health plan experience in Finance, or a related area, in a large, complex, organization.
4. Minimum of five years of market segment (product line) analysis or forecasting in a large, complex, organization.
5. Successful performance in a position with organization wide responsibility for finance matters in a large, complex, company.
6. Experience in designing and operating models that measure the
impact of financial alternatives on regulatory surplus, risk-based capital, and operating income of a health plan.
7. Proven ability to enlist subject matter expertise throughout the organization to solve financial problems.
8. Ability to quickly assess and measure the impact on key financial metrics of rapidly evolving
transactions.
9. Demonstrated leadership and communication capabilities to become recognized throughout the Organization as a reliable and respected resource.
10. Creativity to redesign existing functions and processes to result in significant performance improvements.
11. Business expertise, financial acumen, and interpersonal leadership skills to effectively work through sensitive and / or complex situations throughout the organization to influence change.
