Celebrating six decades of Making Cancer History, The University of Texas M. D. Anderson Cancer Center is located in Houston on the sprawling campus of the Texas Medical Center. It is one of the world's most respected centers devoted exclusively to cancer patient care, research, education and prevention.
M. D. Anderson was created by the Texas Legislature in 1941 as a component of The University of Texas System, and the faculty numbers 947 - both M.D.s and Ph.D.s. M. D. Anderson is one of the nation's original three Comprehensive Cancer Centers designated by the National Cancer Act of 1971 and is one of 39 such centers today.
M. D. Anderson ranks among the nation's top two cancer hospitals in U.S. News & World Reports 'America's Best Hospitals' survey since its inception 13 years ago.
ESSENTIAL FUNCTIONS
I.Strategic Planning
A.Directs strategic and business planning with regard to academic operations, patient care services, and expansion of operations.
B.Completes feasibility studies and analyses of new programs in order to determine financial contribution to the departmental or institutional margin.
C.Considers, develops and implements relationships with external organizations of benefit to M.D. Anderson with regard to clinical and research activities.
D.Participates in institutional committees and acts as a liaison with appropriate departments.
E.Directs or perform analysis, program evaluation and external reporting
F.Supports and organizes program review efforts.
II.Operations Administration
A.Establishes and revises programs, policies and procedures. Ensures compliance with institutional standards.
B.Participates as a member of Clinical Cancer Genetics Program Steering Committee.
C.Develops and evaluates the effectiveness of communication strategies to and from constituents; promotes and ensures a customer service orientation.
D.Serves as a primary contact for all institutional departments, which provide service to or receive services from the program.
E.Establishes appropriate internal control mechanisms.
F.Provides administrative leadership and service to faculty.
III.Human Resources Management
A.Works collaboratively with Medical Directors to design and implement the administrative organizational structure for the section.
B.Oversees the human resource related activities of the section including, but not limited to, wage and salary administration, position description development, new staff orientation and training, and employee relations management. Works in collaboration with the Operations Manager in the Department of Gynecologic Oncology on actions/decisions involving Gynecologic Oncology employees. Works closely with other department administrators/managers in effecting actions of employees from other departments (Breast, Surgical Oncology, GI Medicine, etc.)
C.Develops staffing plans and productivity measures to ensure the effective use of human resources. Ensures the existence of adequate numbers of human resources to complete the section's work.
D.Ensures the existence of on-going training and development programs for classified staff in order to develop new competencies and to retain valued staff.
E.Assumes responsibility for promoting and ensuring a customer service orientation throughout the section.
F.Implements human resource recognition and reward strategies in cooperation with collaborating departments.
IV.Financial Management
A.Works jointly with the Medical Directors for the development and on-going monitoring of the annual departmental budget.
B.Ensures the fiscal integrity of the program including monthly account reporting.
V.Physical Asset Management
A.In conjunction with the Medical Directors direct resource planning for the program.
B.Assumes responsibility for and oversees the property control of physical assets within the program in cooperation with the Property Controllers/Office Managers of collaborating departments.
VI.Information Systems
A.Manages Informatics Manager in the delivery of Informatics Services to the program
B.Works collaboratively with the CCG Steering Committee to develop annual IT strategic and tactical plans in support of both Clinical and Research initiatives.
C.Oversees the implementation of new automated approaches to program work.
D.Works cooperatively with collaborating departments/divisions' IT personnel in establishing/maintaining computer hardware systems, server and desktop support, software acquisition, purchasing/leasing of new equipment and disaster recovery planning.
VII.Administrative Functions
A.Assists Medical Directors in administering the clinical program.
B.Responsible for the provision of training, scheduling and performance evaluations for clinical support staff at the site. Coordinates employee performance evaluations in cooperation with collaborating departments' ongoing and annual processes.
C.Assists the Medical Directors in conducting regular meetings of the clinical faculty.
D.Monitors patient, professional, and support staff concerns, and advocates changes in policy and procedure whenever appropriate.
E.Works with Medical Directors and Clinical Faculty to advise clinical support staff of new and current development, policies, procedures, and protocols.
VIII.REPORTING RESPONSIBILITIES
A.Retains complete on-site decision-making authority regarding day-to-day functions, activities, and responsibilities. This authority applies to activities involving students, clinical faculty, and support staff.
EDUCATION:
Required:Master's degree in Science, Health or related field.
EXPERIENCE:
Required:Five years of experience in medical and/or research program development and management.
