JOB SUMMARY:
The Staff Business Systems Analyst serves as the most senior-level business systems analyst for a wide variety of cross-functional business analysis activities. Duties include providing the most complex business & systems analysis, business requirements, and user test planning and execution on critical corporate & departmental initiatives, as well as mentoring other analysts on the team.

ESSENTIAL DUTIES AND RESPONSIBILITIES: Develop and/or review the most complex departmental business system requirements and business system design documents, customer acceptance test plans, and post-implementation plans. May include review and audit of deliverables produced by other team members. Triage and troubleshoot very complex user-reported system defects. Educate users and management on training or data issues that are not true system defects, perform initial analysis for true defects and turn over to application programmers for resolution. Provide analytical support for the most critical corporate initiatives, including business function support for system migrations & consolidations, significant business area process improvement projects, and complex product installations. Responsible for consulting with business areas for development of implementation strategies, departmental desk level procedures, and departmental training materials. May act as a lead over a team of business systems analysts, managing analytical resources, scheduling project work, assigning projects and tasks to team members, and reporting overall team status & accomplishments to management. May assist management in the quarterly and annual evaluation of team members. Establish strategic and tactical goals for the department and health plan operations through new technology and improved business processes. Facilitate communication with ITG and business area management to prioritize project work and build detailed business cases. Prepare & present detailed business cases for review by management and corporate steering committees. Work directly with external customers in implementing new technology (e.g., web user interfaces, outsourced vendor arrangements, and EDI interchanges) and resolving customer service issues. Develop standards and protocols for project deliverables of all departmental team activities to ensure quality and timely delivery of documents. Develop training materials and conduct training sessions for team members and other interested parties in the department. Research and evaluate new technology and evaluate potential application within the department. Lead efforts to evaluate the acquisition of 3rd party software. Produce RFI's, facilitate system demonstrations, assist in development of pricing structures, and provide recommendations to management.

Experience:Minimum seven years analytical and data processing experience.Experience on large-scale business analyses or development projects and proven leadership abilities.? Five years experience in insurance HMO or Managed Care setting.
Knowledge, Skills & Abilities:Very strong research, analytical, organization, and time/project management skills required. Ability to work in a self-directed manner with minimal direction and oversight. Ability to drive positive results in difficult circumstances with ability to cope with rapid change. Must possess an excellent understanding of health industry data elements, and an understanding of how elements are used within departmental processes. Possess a strong understanding of regulatory requirements essential to supported functional area. Must possess the highest level of subject matter expertise in functional area support, which may require expertise in benefits, claims adjudication, provider or employer contract administration, member and provider demographic management, and/or call center administration. Must possess thorough knowledge about Health Net's product portfolio. Must possess an advanced ability to conceptualize and design new methods for practical application. Must excel at identifying how changes will impact current processes, and must be adept at proposing options for managing change in a cost-effective manner. Must possess strong communication skills, especially the ability to explain system and technical topics to others who may have minimal technical skills. Possess abilities to train lower level staff or new hires on job duties. Must be detail oriented and maintain the highest productivity and quality quotient. Thorough knowledge of and demonstrated skills in use of word processing and data analysis software such as Microsoft Word, Excel and/or Access is required. Knowledge of other data analysis tools is desired. Thorough knowledge of presentation software such as MS PowerPoint and Visio is required. Depending on department, position may require competency in data extraction and reporting tools such as MS Access, Focus, Crystal Reports, Interactive Query & Business Objects. Position may require understanding of relational databases. Proven project management skills are necessary.
