122909 Technical Director with Dental Experience

Ensure that medical/health programs and projects, planned and managed by OTSG/CIO/USAMITC are executed effectively and efficiently. In support of this objective, the Contractor will assist OTSG/CIO/USAMITC/ AMEDD AHLTA/CHCSII PM in strategic planning, policy analysis and procedures, DoD architecture, business process reengineering and improvement, preparation of programming/budgeting submissions, senior technical assistance, preparation of executive summaries and briefing materials for use by AMEDD senior leadership, pre-deployment and deployment activities associated with AHLTA/CHCS II, and provision of necessary conference and administrative assistance; Execute special projects, conduct surveys, evaluate policy, give alternative solutions on Army implementation of higher level policies, and provide administrative support, report editing and briefing preparation for special projects; Contractor personnel shall have working knowledge in Department of Defense and Army Medical Department clinical applications and systems architecture. Contractor personnel shall possess a working knowledge of Department of Defense medical care. Contractor personnel must have stellar communication skills. Contractor personnel shall possess/maintain proficiency in automated processes and procedures of automated information systems such as Microsoft Word, Power Point, Access, and Excel. Knowledge of the MHS Montgomery and San Antonio Clinical Data Repository (CDR) and in-depth technical knowledge of the CDR hardware and software integration are preferred; Review of Functional Site Surveys for accuracy and timeliness; developing End User Device (EUD) requirements for all sites based upon those surveys; forwarding of that order to his Task Manager in timely manner to ensure EUD's arrive in time to support deployment and training at AMEDD sites. Continuous and accurate management and analysis of funding levels associated with the purchase, delivery, installation and warranty support of EUD?s procured by the AMEDD CHCS II Program Office in support of AHLTA/CHCS II; management of all files associated with same. Participation in select technical meetings chaired by TIMPO and CITPO. Summaries of those meetings provided within 24 hours of the event to the Task Manager (Estimated at 40% of workload); Pre-deployment and deployment activities required for AMEDD sites to be fully prepared for AHLTA/CHCS II training. Includes direct coordination with sites, participation in conference calls with the CITPO Deployment Operations Center and others to ensure the AMEDD sites stay on the timeline needed to ensure successful deployment and training. Includes travel to the site the first few days (estimated to be 5-10 days) of training to ensure site is not having any issues associated with deployment and training (Estimated at 3-4 sites per year) (Estimated at 40% of workload); Statistical summaries, data extracts, creation of PowerPoint presentations, Executive Summaries, Information Papers and other reports and summaries needed to keep the AMEDD AHLTA/CHCS II Program Office and the senior leadership of the AMEDD of issues associated with AHLTA/CHCS II deployment (as so directed by the Task Manager). (Estimated at 20% of workload). Masters Degree in Computer Science or Information Systems plus 15 years of related experience, or BS degree with 17 years. US Citizen. Must pass a National Agency Check (NAC). Must have extensive knowledge and understanding of AHLTA/CHCS II and MHS. Must have dental experience.
