The Healthcare Facilitator works directly with ONC, the FHA PMO, and FHA Senior leadership to effectively implement the Federal Health Architecture (FHA). The FHA Healthcare Advisor will promote and guide FHA development and communicate progress throughout the federal government. He/she will provide direct advisement and expertise to senior government health IT leadership. The ideal candidate will be able to lead the transition within the federal government to health IT best practices. He/she will also provide strategic direction for FHA and ONC initiatives, in collaboration with FHA lead partners, as federal health IT is transformed through ONC and FHA. Additional duties include:

' Advises on the future state of the electronic health record in federal government. This leadership crosses the federal government; the candidate must be able to advocate the benefits of EHR's and show how the FHA will facilitate the implementation of HER's at the federal level.

' Defines best practice guidelines for the development of a Federal Health Architecture within the framework of ONC directives and guidance.

' Coordinates the evolution and development of federal interoperability use cases in the federal government including use cases designed around, but not limited to, analysis, abstracting, assembly, vital records, coding, data reporting, data quality and integrity, patient management, document identification, documentation training, EHR design, standards harmonization, vendor certification, privacy and security, regulations and policies, and legislative alignment.

' Advises ONC and FHA partners on FHA policies and procedures and develops comprehensive plans of action for FHA partners that provides organizations with a clear understanding of the FHA use case processes and addresses the responsibilities of all individuals within the FHA as the FHA moves towards federal health interoperability.

' Directs and manages the development and implementation of FHA use cases as use case task forces specifically deal with semantic, technical, and process interoperability issues.

' Provides advisement to FHA and ONC in the use of the Electronic Health Records and how they fit within the structure of the National Health Information Network (NHIN).

' Upgrades FHA program staff health IT professional skills and expertise in the use of the business and clinical health information systems.

' Bachelor's and/or master's degree in Information Technology, Healthcare Administration or related field or equivalent experience.

' Minimum of 5 to 7 years experience related to military or public health programs is preferred. The candidate should be knowledgeable about the business and technical operations of DOD, VA, and/or HHS public health programs.

' Ten years of relevant work experience in large and complex medical and/or government environments.

' Five to seven years of management experience.

' Excellent leadership, organizational, and communication skills (verbal and writing).

' RHIA, RHIT, or CPHIMS preferred. Appropriate combination of education, certifications, and/or relevant experience will be considered for this position.

' Understands principles of program management and has spoken in public forums or conferences on the Electronic Health Record and its impact on health IT practices.

' Candidate should have expertise in specific federal health legislation and policy, such as MMA, HIPAA, and SPL.
