Operational Performance Analyst II

I. Job Summary: The operational performance analyst II position is responsible for conducting
operational audits and obtaining
management responses to audit findings under the direction of the manager
of performance measurement and
reporting.  This position will conduct audit tests based on auditing standards. 
These audits include but are not
limited to audits of claims transactions, membership/group setup transactions
and service inquiries for BCBSM
and subsidiaries. The audit results and outcomes are used for internal reporting
to all levels and provided
externally based on contractual and regulatory requirements.  This position also
directly interacts with parties
external to BCBSM.


II. Accountabilities:

1. Timely completion of audits in accordance with documented audit procedures.
2. Work directly with external auditors to provide training and support needed to
expedite the audit process.
3. Provide mentoring, training and assistance on audit process and systems as
needed within the
  department.
4. Timely and accurate documentation of audit findings into audit tracking systems
per departmental
  guidelines.
5. Keeps audit information and results confidential.
6. Effectively responds to and resolves disputes of audit findings working with
various levels of
  leadership in multiple divisions of BCBSM and subsidiaries.
7. Implements newly developed audit programs.
8. Complete special audit projects as assigned by management.
9. Conduct initial and subsequent evaluations of error origins on audit findings.


III. Job Requirements:

1.  BA/BS degree in Accounting or Liberal Arts and 4 years of audit experience or
performance analyst experience, or if no degree, 8  years of audit experience or performance
analyst experience.
2. In-depth knowledge of BCBSMN major computer systems (NMBS, STAR, PA&R, etc.)
highly desired.
3. Above average oral and written communication skills.
4. Exceptional analytical skills.
5. Ability to present a positive, professional image required.
6. Current knowledge of industry audit standards and basic understanding of statistical
sampling preferred.
7. PC experience with demonstrated proficiency with database maintenance and
spreadsheet software required
