Ensures that all areas of WellPoint Behavioral Health (WBH) are in compliance with the various state and federal laws and regulations that apply to WBH's operations.  Constantly reviews information about new laws/regulations and changes in interpretation on old laws/regulations obtained from: intra-company publications of law department; reports of company legislative analysis; direct access to state and federal outlets, e.g. websites; reports and news items published by industry sources such as HIAA.  Ensures that the effected management (through assigned responsible liaisons) as well as individual Contract Specialists or other associates as assigned are kept aware of legal and regulatory developments; produce concise and accurate written summaries of any new laws or regulations; discuss new lasw and regulations in a coherent manner that is understandable, yet thorough.  Assist in the implementation of new or changed products by drafting policy or certificate language that complies with any new or changed law/regulation.  Ensures achievement of department goals and objectives either directly or through subordinate staff.  Hires, trains, coaches, counsels and evaluates performance of direct reports. Performs other duties as assigned.

Bachelors degree in Business Administration or related field, legal training and health plan experience a plus.  5 + years experience in the industry or related industry and 3 + years experience working as a compliance analyst for an insurer, HMO, regulatory agency, industry consultant, or related institution preferred.  At least one year supervisory/managerial experience required.  Ability to read and accurately understand legal and regulatory text that is often complex and subtle.  Ability to summarize laws and regulations into a form that is readily comprehended by the average nonprofessional reader and into a form which is complete, sacrificing nothing in the meaning of the original documents.  Such summaries may be in either written or oral form. Excellent knowledge of various laws and regulations.  Strong people skills sufficient to motivate projects, good organization skills.  Good oral and written communication skills.  Good knowledge of PCs and related applications such as Excel, Word, Access, etc.  or any combination of education and/or experience which would provide an equivalent background.  Meets WellPoint core competencies and regulatory compliance core competencies.
