Project Description:  CalMEND is a consumer focused, evidence driven effort to develop and implement a statewide mental health care management program that improves health outcomes and promotes recovery of clients with serious mental illness.  CalMEND is jointly undertaken by the Department of Health Services (DHS) and the Department of Mental Health (DMH) in collaboration with state agencies, county mental health plans, consumer and family members, and the University of California Medical Centers.  All activities and program components developed will be consistent with the Mental Health Services Act goals and objectives, philosophies, practices, and performance measurement standards.

 Requirements:

The Associate II requires at least 5 years of experience in providing mental health direct services.

?  RN, BSN degree

?  Strong clinical assessment skills

?  Experience managing clinical operations in public mental health setting

?  Able to conduct research, evaluation, and literature review

?  Demonstrated experience in developing and delivery training manuals

?  Knowledge of public mental health systems

?  Experience with administration and delivery of direct services

?  Experience in preparing reports, position papers and other educational, technical documents and grant proposals

?  Demonstrate abilities to work effectively with multi-cultural, diverse stakeholders, staff and communities

?  Excellent oral and written skills

?  Demonstrate organization and problem solving skills

?  Ability to work independently

?  Ability to work effectively as a team member and leader; demonstrate group facilitation and leadership

?  Ability to work with office software

?  Ability to travel within state and occasionally nationally (travel will include flying, driving and overnight stays)

 

Duties:  Under the general supervision of the CalMEND Project Manager, the Project Psychiatric Nurse provides clinical support in the development, implementation and maintenance of medication treatment algorithms and clinical care management program.  This position will report to the CalMEND Project Manager and work collaboratively with the CalMEND Project Team.  The CalMEND Psychiatric Nurse will work closely with the Project Team and Project committees with representation from organizations throughout the state.  While the project committees give guidance and approval on final content and form of CalMEND programs, the CalMEND Psychiatric Nurse will have responsibility for researching, drafting and analyzing proposed clinical program content and other Project deliverables.  The Project deliverables include:

?  Project Work Plan

?  Care Management Program Design and Content

?  Research Agenda

?  Method for Operationalizing Recovery and Wellness Management Program

?  Implementation Plan

?  Assistance with Cost Analysis

 

Specific activities may change as the Project evolves over time.

 

Examples of Duties:

?  Provide clinical leadership in development, implementation and maintenance of medication treatment algorithms

?  Participate as a member of the program management team for integrating algorithm implementation into all recovery and wellness management aspects of CalMEND

?  Provide mental health nursing expertise for all aspects of the program management process, including development of the CalMEND strategic work plans

?  Provide clinical leadership in the development of quality improvement and performance measures for the evaluation of CalMEND practice and outcomes

?  Develop training and competency development activities for clinical staff responsible for assessment client status relevant CalMEND aims, using symptom rating scales, chart reviews and other information that facilitate appropriate clinical decision making

?  Assist in development of treatment results for system evaluation purposes

?  Provide liaison with relevant professional and consumer groups

?  Assist in the development of research activities related to CalMEND

?  Represent California in national standard setting, algorithm modification activities and other mental health recovery and wellness management efforts

?  Perform other duties as assigned.
