GENERAL STATEMENT OF DUTIES:
The Assistant/Associate Vice President serves as the Chief Human Resources Officer of the College and coordinates or oversees all elements of human resource management including recruitment and employment, orientation, salary administration, employee classification, employee relations, benefits administration, employee recognition programs, payroll administration, compliance with employment laws and regulations, employee development, human resource data management and student employment. The position is responsible for the administration of the AFSCME and APA collective bargaining agreements and for assisting with the administration of faculty collective bargaining agreements.
SUPERVISION RECEIVED:
The AVP for Human Resources reports directly to the Vice President for Administration, Finance and Technology.
SUPERVISION EXERCISED:
The AVP for Human Resources supervises all personnel in the Human Resources Office, the Payroll Office, the Student Employment Office and the Employee Benefits Office.
CORE DUTIES:
Recommends policies and procedures for all human resource functions to the Vice President, provides interpretation of policies and procedures to supervisors and employees, and is responsible for the development of related manuals and handbooks.
Serves as internal consultant for supervisors in dealing with employee performance and disciplinary issues.
Meets with executive officers on a regular basis to insure resolution of human resource issues in their respective divisions of the College.
Administers collective bargaining agreements as indicated in general statement of duties.
Oversees the maintenance of employee data in a manner that complies with current collective bargaining agreements and applicable laws.
Provides advice and guidance on compliance with laws and regulations governing employment.
Serves as Step II grievance officer for the AFSCME agreement and as Step I grievance officer for the APA agreement. Assists the President with Step II MSCA grievances.
Oversees the development of training programs, employee recognition programs and financial education programs by professional members of the department.
Oversees payroll office in the management of the internal payroll system and the processing of the State HR/CMS payroll.
Provides general oversight of the student employment and the employee benefits functions.
Administers employee salaries according to approved policies and contractual salary provisions and provides salary data and salary recommendations on administrative appointments to executive officers.
Works with Affirmative Action Office to insure non-discrimination in employment practices and to promote campus diversity.
Oversees and/or participates in orientation sessions for new employees.
Insures that all mandated State and Federal reports relating to supervised functions are filed in a timely manner.
Oversees department communications with campus community.
Convenes AFSCME Labor-Management Committee and APA Management-Association Committee on Employee Relations.
Administers elements of risk management by controlling costs (to the extent practicable) with respect to worker's compensation and unemployment compensation.
Required Minimum Qualifications:
Graduate degree in a related field and at least five years of senior level experience in human resource management.
Experience in administering and interpreting collective bargaining agreements.
Knowledge of Federal and State employment laws and regulations.
Good communication skills and a record of effective team membership and team leadership.
A sense of humor; a commitment to fairness, equity and diversity in the workplace; and a commitment to the mission of public higher education are also essential.

The position will be filled at the Assistant or Associate Vice President level commensurate with the prior experience of the successful candidate. This is an exempt, non-unit position.
