BILINGUAL REGIONAL HR GENERALIST
HUMAN RESOURCES - STORES SUPPORT
JCPENNEY, INC. - PLANO, TEXAS
BASIC FUNCTION:
Manages the development and implementation of Company human resources policies and procedures by providing department-related services and programs to operating management; provides counsel and assistance to JCPenney Stores on a multitude of human resource, and assures the effective administration and communication of human resources programs.
JOB DESCRIPTION:
1. Identifies and initiates projects needed to implement human resources plans and to improve operations.
2. Manages the development and implementation of major programs, policies, and procedures as assigned, in the Human Resources
Division.
3. Establishes or helps to establish human resources standards, controls and measurements for operating management's use.
4. Counsels associates at senior management levels on the implementation and operation of human resources-related programs, and, whenever appropriate, disseminates new human resources management techniques and approaches to Company management.
5. Supports the development of professional human resources activities and attitudes throughout the Company.
6. Evaluates or supports the evaluation of Company human resources-related programs and activities to help ensure that human resources policies are implemented.
7. Monitors projects, programs, strategies, and activities after implementation, and recommends corrective action as appropriate.
8. Keeps abreast of industry developments through regular contact with outside vendors, industry representatives, and counterparts in
other organizations.
REQUIREMENTS:
Education: Bachelor's degree preferred. Graduate training in management or in a human resources-related discipline is desirable though not mandatory.
Experience: Fully bilingual in Spanish. A minimum of ten years of progressively responsible human resources experience is required for this position. Experience in managing people and/or project management is a prerequisite, as is experience in working with senior
management of a large organization. Knowledge of the Penney Company and its operations, work in human resources related
activities, and/or consulting skills are desirable though not mandatory.
1. Incumbents must be able to work effectively and comfortably with associates at all levels of the Penney organization.
2. Work may involve interface with outside consultants, and thus requires skill in dealing with such individuals.
3. Requires the ability to train and lead a staff who provide sophisticated human resources services to client departments.
Core Competencies: Strong, working knowledge of human resources discipline, project management, negotiation, analytical and conceptual skills, leadership, written and verbal communications, and interpersonal skills.
