The OSCE/ODIHR office in Warsaw, Poland, is looking for:




Chief of Human Resources




Who under the general supervision and in co-operation with the Second Deputy Director performs the following functions:


Manages and directs the Personnel Unit;

Advises on overall staff policy and personnel strategy;

Supervises the preparation and proper implementation of all contracts together with their related benefits and allowances for more than 140 staff;

Plans, co-ordinates and oversees the administration of the recruitment process;

Assesses needs and promotes a strategy for staff training and professional development;

Supervises implementation and maintenance of ORACLE based human resources management information system;

Initiates, maintains and provides for a regularly updated system of job descriptions;

Supervises the implementation of the Performance Evaluation System.





Requirements:


First level university degree in Personnel or Human Resources Management or other related field;

A minimum of six years of progressively responsible professional experience;

Excellent knowledge of English;

Well-developed communication skills and customer-service orientation;

Ability to manage several diverse and complex tasks simultaneously and prioritize activities;

Experience with an integrated Human Resource Management and Payroll computer applications;





Remuneration:



Monthly remuneration, subject to social security deductions, is approximately EUR 4,721 (single rate) and approximately EUR 5,058 (dependency rate). Social security will include participation in the Vanbreda International medical insurance scheme and OSCE Provident Fund. Other allowances and benefits are similar to those offered under the United Nations Common System.
