The Division of Human Resources (DHR) at the DOE supports the human capital strategy by leading human resources strategic initiatives. The nine Centers of Expertise (COE), including Employee Relations, are responsible for policy and program development and implementation in critical business areas of the Division of Human Resources. The Directors of the Centers of Expertise will be responsible for developing and implementing a strategic plan, driving the long-term development of the COEs, and integrating ongoing improvements to existing programs with policy and program establishment as appropriate.
Duties and Responsibilities
Develop and manage Employee Relations COE, building the organization and developing its functions as defined by an employee relations strategic plan; provide ongoing development and managerial directionManage employees of the Employee Relations COE, developing individuals and the organization as appropriateAccountable for the development and execution of employee relations strategies, policies and programs (with input from the Office of the DHR Chief Executive Office and DOE Leadership) Work closely with the Office of Labor Relations to assist in maintaining a positive relationship with union leadershipAdvise HR Partners on questions or issues surfaced by principals and other key customers that have employee relations implicationsAdvise DHR Leadership on the design and implementation of new/modified HR ProgramsManage and monitor statistics concerning grievances, arbitration, mediation, and related labor relations activities, to identify problem areasServe as resource for negotiators by providing information on provisions of current contract and significance of proposed changesCoordinate the application and communications of HR-related policies (e.g., Harassment, EEOC, OSHA) to achieve appropriate impact and consistencyCoordinate adherence to terms of labor contracts by monitoring day-to-day employment practices including staffing, compensation, time and attendance, and working conditionsDevelop and rollout employee/labor relations communications (in partnership with Communications COE)Support the interactions of DHR leadership throughout the organization with labor unionsProvide deep employee relations subject matter expertise to the Division of Human Resources and the Department of EducationWork with the HR Service Center to respond to employee relations questions and administer employee relations processes Provide deep subject matter expertise employee relations support to the HR Service CenterEnsure best practices are communicated and used to develop programsEnsure that diversity principles are integrated into programs
Selection Criteria
Minimum
? A baccalaureate degree
? At least 5 years experience; managerial experience in employee relations administration
Preferred
? An advanced degree in business management, law, human resources management or another related field
? Deep knowledge in legal aspects of employee relations, experience with unionized workforce and leading organizational change
