Summary
Reporting to the Vice President of Administration is responsible for planning, directing, and coordinating human resource management activities of CTSC to maximize the strategic use of human resources and maintain functions such as employee compensation, recruitment, benefits, HRIS, personnel policies, and regulatory compliance in accordance with company strategic objectives and operational plans.
Essential Duties and Responsibilities Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position.
1.Partners with employees and management to communicate various Human Resources policies, procedures, laws, standards and government regulations.
2.Manages a staff of HR professionals providing a full range of HR services to CTSC staff to include employee relations, recruitment, benefits administration, compensation administration, training and development and other HR related activities.
3.Analyzes compensation policies, government regulations, and prevailing wage rates to develop competitive compensation levels for CTSC.
4.Develops HR metrics to help identify and determine HR workforce trends and issues that provide human capital related results and may assist in possible corrective actions.
5.Analyzes statistical data and reports to identify and determine causes of HR and organizational problems and develop recommendations for improvement of HR and organizational policies and practices.
6.Develops methods to improve employment policies, processes, and practices and recommends changes to management.
7.Directs the preparation and distribution of written and verbal information to inform employees of benefits, compensation, and personnel policies.
8.Formulates policies and procedures for recruitment, testing, placement, classification, orientation, benefits, and employee relations.
9.Provides leadership and counseling support to company executives and management on matters of goal setting, policy development, and strategic implementation in support of achieving corporate objectives and business growth.
10.Prepare and manage budget for HR operations.
11.Represents organization at personnel-related hearings and investigations.
12.Responds to employee relation issues such as employee complaints, harassment allegations, and civil rights complaints.
13.Assists company in responding to all EEOC and/or NLRB charges.
14.Provides and develops training to the CTSC workforce.
15.Directs coordination of employee recognition programs.
16.Other duties may be assigned.
Education and/or Experience
Bachelor's degree Human Resources Management, or a related field. PHR or SPHR certification preferred. Ten or more years experience in Human Resources Management or equivalent. Prior experience in a management role in human resources is required with experience managing a staff also required. Substitution of additional relevant education and experience for stated qualifications may be considered. PHR/SPHR highly desirable.
