1. PURPOSE/OBJECTIVE:
The Director of Recruiting and Staffing for North America has a key role in the organization as the candidate will provide the HR strategy and solutions required to create and sustain the competitive advantage gained by attracting, selecting and retaining the best caliber people with the skills needed for today's organization as well as the future.
The Director reports directly to the VP, HR Shared Services in the US, but will work closely with the Global Resourcing Center of Excellence Director in program and policy development.
2. SUMMARY OF RESPONSIBILITIES AND DUTIES:
The Director of Recruiting and Staffing oversees a department consisting of recruiters and staff operations personnel whose role is to provide recruiting and staffing to ICI and its' subsidiary companies across North America.
The essential duties and responsibilities include:
' Develops the strategic recruiting plans for the Company to assess short and long range staffing goals and ensures these plans align with the overall Business strategic plans.
' Develop policy and procedures to support the recruitment efforts.
' Ensures work practices of the team and the hiring practices meet applicable local, state and federal hiring guidelines.
' Works with hiring managers to develop hiring objectives, strategies, and profiles to meet the specific needs of each Business unit and departments.
' Manages the recruiting software vendors.
' Maintains relationships with the vendors that provide support to the recruiting process, which includes job posting boards, background check and drug test vendors.
' Directs the Employment Services staff to perform their functions with the highest level of service.
' Develops and maintains a network of outside contacts including recruiters, agencies, professional organizations and schools in order to help identify and source qualified candidates.
3. KEY ACCOUNTABILITIES:
1. Functional Leadership
The Director develops the strategic recruiting plan for the North America by researching the labor markets and understanding the needs of the various business units and has the ability to project the labor pool in the future.
2. Business Leadership
The Director leads and directs the performance and development of the North America Employment Services team to implement Group strategy in resourcing and to support the delivery of the business unit's HR objectives in this area. The candidate must be able to determine and report on metrics necessary to properly align the recruitment function with the current labor pool such that the business is sustainable.
3. Organizational Leadership
The Director develops and implements manpower planning processes across the North America, in conjunction with the Global Resourcing COE Director, to measure and build the talent base in ICI so that ICI has the depth of talent required to fulfill its strategic aspirations.
4. Improve Process Performance
The Director is responsible for continually measuring and assessing the processes used in recruiting and champion improvements and changes that will increase the productivity of Employment Services.
5. Meet Key Project Commitments
The Director is responsible for meeting key project commitments made by the Business to support integration of recruitment across the business units.
4. REQUIREMENTS:
Education and Experience
Bachelors Degree in Business, Human Resources or other related discipline.
The Director of Recruiting and Staffing should have the following experience or knowledge:
' 4-6 years of practical experience in recruiting and/ or as a Recruiting Manager in a corporate and agency environment.
' Minimum 8-10 years in a management role.
' Must have a global perspective, experience and working knowledge of recruiting policies and practices.
' Must have ability to build relationships with vendors, recruiting candidates and business unit leaders.
' Must have project management skills.
' Must have change agent skills.
' Demonstrated ability to direct recruitment best practices.
