Executive Director of Human Resources

DPS is looking for a dynamic HR leader to promote the success of one of the country?s leading urban school districts in its mission to recruit and retain the best principals and teachers in the country.  DPS has an innovative pay-for-performance comprehensive plan for teachers.  This leader will direct the effective delivery of human resources related functions including employment, compensation, performance management, labor relations and policy formation and implementation.

 

POSITION SUMMARY:



To lead, direct and empower the Human Resources/Employee Benefits Department in the effective delivery of human resource related services including but not limited to employment, classification and compensation, employee relations, performance management, labor relations, and policy formulation and implementation. To formulate and conduct continuing evaluation of all personnel policies, programs and practices and keep abreast and informed of new developments. Additionally responsible for motivating team members and fostering a collaborative work environment



DUTIES AND RESPONSIBILITIES:



?Oversees and manages daily department operations reflecting the highest service orientation.



?Provides direction and leadership in the management of human resources strategies, programs, and practices.



?Designs and/or oversees the implementation of programs, policies, and services that are responsive to the needs of the district and that are coordinated, and wherever possible, integrated, with the district's goals.



?Monitors department efficiency; develops reporting procedures and other methods to establish program accountability and measure success; revises processes and procedures to reflect contemporary approaches to human resource management and to improve department efficiency and effectiveness.



?Supervises professional and administrative support staff; assigns work and special projects; monitors workload and productivity; evaluates performance; promotes staff training and development; provides assistance in analyzing and resolving complex issues.



?Provides guidance to Directors, Managers and staff in human resource practices, policy interpretation, problem resolution, and compliance with district regulations and state and federal law.



?Participates in the development and management of annual operating budgets for the department. Performs miscellaneous job-related duties as assigned.





JOB QUALIFICATIONS:



Ability to motivate staff and deal effectively with performance problems. Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures.



Convincing evidence of a service orientation.



Ability to plan and evaluate programs.



Knowledge of laws, regulations, methods, and techniques in area of specialty



Knowledge of customer service standards and procedures.



Program planning and implementation skills.



Knowledge of contemporary principles of human resource management and public personnel practices.



Ability to foster a cooperative work environment.



Ability to supervise and train assigned staff including organizing, prioritizing, and scheduling work assignments.



Ability to make administrative/procedural decisions and judgments. Ability to analyze problems and develop creative solutions to complex human resource issues. Employee development and performance management skills.



Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.



Ability to communicate effectively, both orally and in writing.



Ability to exercise good judgment in appraising difficult situations and in making appropriate decisions.



Knowledge of computerized information systems used in human resources applications.



Ability to maintain confidentiality of records and information. Knowledge of equal opportunity and affirmative action programs.



Skill in developing policy and procedure documentation. Knowledge of budgeting cost estimating, and fiscal management principles and procedures.



Job Requirements:



?Bachelors Degree required



?Minimum of 7 years high level management
