Human Resource Manager

SUMMARY: Under the direction of the VP-Finance and Administration, the Human Resources Manager develops, implements, and coordinates policies and programs concerning employment, training and development, employee relations, compensation, payroll, employee benefits, safety and health, and employee services, and advises senior management on human resource issues. The incumbent will also be responsible for strategic human resource planning which supports the objectives of the organization and fosters an employee-focused culture.
ESSENTIAL DUTIES & RESPONSIBILITIES:
Participate in the development of the corporation's plans and programs as a strategic partner but particularly from the perspective of the impact on people.
Develop staffing strategies and programs to identify talent within and outside the corporation for positions of responsibility. Identify appropriate and effective external sources for candidates for all levels within the company.
Develop progressive and proactive compensation and benefit programs to provide motivation, incentives and rewards for effective performance and to provide programs which utilize an employee and company partnership for the health and welfare of both the organization and its employees.
Develop programs to allow the corporation to embrace applicants and employees of all backgrounds and to permit the full development and performance of all employees.
Continually assess the competitiveness of all programs and practices against the relevant comparable companies, industries and markets.
Establish credibility throughout the organization with management and the employees in order to be an effective listener and problem solver of people issues.
Manage, maintain and monitor the safety programs to meet organizational objectives and comply with State and Federal requirements.
Manage other areas such as relocation, employee communication, employee safety and health, and community relations.
Manage the budget and other financial measures of the Human Resources Department. Monitor the financial effectiveness of current and proposed human resource programs.
Continue improving the programs, policies, practices and processes associated with meeting the strategic and operational people issues of the organization.
Develop and maintain personnel policies and procedures that comply with State and Federal Laws and are consistent with corporate philosophy. Monitor employee and management compliance to these policies.
Remain current on government regulations affecting company policies and human resource practices. Supply the Corporate office with the EEO-1, Vet-100, and Affirmative Action Plan (AAP) information.
Represent the company in all aspects of working with the labor counsel, unemployment and government agencies.
Develop and maintain oversee training and safety programs in context of compliance with government regulation (OSHA Log, First Report of Injury, Light Duty Work).
Define all HR programs and the authority/responsibility within those programs. Provide the necessary training and education to ensure the optimum understanding, utilization and compliance with those programs.
Direct and coordinate various activities designed to promote and maintain an employee focus.
Develop and deliver training that meets the objectives of the organizations across a range of initiatives.
Manage and mentor the work of a staff of two human resource employees to ensure efficient operation of the department. Provide technical advice and knowledge to these employees to foster growth within the human resources department.

JOB SPECIFICATIONS:
Bachelor?s degree or equivalent; five to 10 years? related experience and/or training, or equivalent combination of education and experience. Management-level human resources experience within a manufacturing environment preferred.
PHR Preferred.
Strong leadership and communication skills demonstrated through success in fostering an employee-focused culture.
A well-organized team player who can relate to employees at all levels of an organization.
A decisive individual who possesses a strategic focus as well as an operational, implementation and detail-oriented perspective to resolve a range of human resource related issues.
Ability to respond effectively to the most sensitive inquiries or complaints.
Ability to make effective and persuasive speeches and presentations on controversial or complex topics to employee groups and management at all levels of the company.
PHYSICAL DEMANDS AND WORK ENVIRONMENT:
While performing the duties of this job, the employee is frequently required to sit, use hands to finger, handle, or touch objects, tools, or controls, and talk or hear. The employee is occasionally required to stand, walk, and climb or balance. The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 50 pounds, moving and carrying boxes and records. Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
