Summary
Administers various human resources plans and procedures for all company personnel, assists corporate human resources in implementation of personnel policies and procedures.

Essential Duties and Responsibilities

o Plans, organizes, and controls all activities of the department. Participates in developing department goals, objectives, and systems.
o Maintains handbook on policies and procedures
o Performs benefits administration to include claims resolution.
o Maintains affirmative action program; places advertisements; submits EEO information to corporate office.
o Conducts recruitment effort for all exempt and nonexempt personnel including SCA personnel.
o Conducts new employee orientations.
o Monitors tuition reimbursement program.
o Maintains compliance with federal and state regulations concerning employment.
o Handles employee relations counseling, outplacement counseling, and exit interviewing when appropriate.
o Monitors performance evaluation program.
o Evaluates reports, decisions, and results of department in relation to established goals. Recommends new approaches, policies, and procedures to effect continual improvements in efficiency of department and services performed.
o Performs other incidental and related duties as required and assigned.
o Required to follow all company personnel and safety policies, and perform all assigned duties in a safe work manner.
o May be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.

Supervises the Human Resources Technician

Qualifications To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. Education and/or Experience:
Minimum B.A. Degree in a related discipline; seven to ten years' demonstrative experience with progressive degrees of responsibilities in human resources. Experience in Federal Government Contracting with an emphasis on SCA, DBA, and labor relations a must. PHR or SPHR certification highly desirable

Language Skills:
Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures or government regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, employees and general public.

Mathematical Skills:
Ability to calculate figures and amounts such as discounts, interest, percentages, area, circumference and volume, ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to apply concepts of basic algebra and geometry. Ability to compute rate, ratio and percent, and draw and interpret bar graphs.

Reasoning Ability:
Ability to define problems, collects data, establish facts, and draw valid conclusions.

Certificates, Licenses, Registrations:
Must have a Class A driver's license.

Other Skills and Abilities:
o Ability to accurately interpret complex documents and contract requirements.
o Must be proficient in Microsoft Office Suite.
o Must be well organized, able to meet hard deadlines, time schedules.

While performing the duties of this job, the employee if frequently required to stand; walk; use hand to finger, handle, or feel objects, tools, or controls; reach

with hands and arms; and talk and hear. The employee must be able to sit for prolonged periods of time at a desk, table, or computer terminal; move in a confined office space. May be required to stand for prolonged periods of time while operating office equipment.

Occasional travel by air or land transportation to company areas of operation may be required.

Work Environment: The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

The employee will normally work in a temperature-controlled office environment, with frequent exposure to electronic office equipment. May be exposed to extreme heat or cold temperatures.

If required to visit areas of operations, may be exposed to extreme cold or hot weather conditions. Is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and loud noise.
