Human Resources Manager - Chicago
Harrington, Moran, and Barksdale, Inc. (HMBI), one of the largest contractors for the U.S. Department of Housing and Urban Development REO Division, is a property management and marketing company specializing in asset management and disposition of single-family real estate homes. We have an immediate need for a Human Resources Manager for our Chicago, IL office.

Reports to: Director, Human Resources (Corporate)
Job Summary
The Human Resources Manager serves as the primary contact and liaison in the Chicago office for all human resources policies, practices and programs. This position functions at a professional level and performs all human resources related duties under the direction of the corporate office Director of Human Resources and in concert with local office management and the corporate office Human Resources staff.
Essential Functions
1. Partner with the Contract Manager and Alternate Contract Manager to develop and maintain a positive employee relations environment and ensure uniform and consistent application of human resources policies, procedures, practices, and programs in the local office.
2. Facilitate improvement in manager and employee performance by identifying and clarifying problems; evaluating potential solutions; recommending and implementing selected solution; and coaching and counseling managers and employees.
3. Administer, interpret and communicate various human resources policies, procedures, employment law, and initiatives to management and employees.
4. Respond to and advise management in appropriate resolution of employee relations issues, such as employee discipline and complaints, consistent with legal, statutory and company requirements.
5. Conduct investigation, gather and analyze information, prepare reports and make recommendations relative to specific employee relations matters, such as claims of harassment, unfair treatment, discrimination charges, etc.
6. Work with management in recruiting and staffing to fill vacant positions. Assist in writing or revising job descriptions, screening resumes, interviewing candidates, determining compensation levels, and other related activities.
7. Respond to unemployment claims and represent the company in unemployment claims hearings.
8. Conduct new employee orientation to foster positive onboarding experience for new hires.
9. Conduct exit interviews and identify reasons for separations and potential retention opportunities/efforts.
10. Provide administrative support related to employee benefits and worker?s compensation programs.
11. Monitor and report on HR issues, opportunities and achievements within agreed formats and timelines. Establish and maintain HR records and reports.
12. Recommend new approaches, policies, and procedures to effect continual improvements in the efficiency of HR Department processes and service delivery.
13. May conduct or coordinate management and employee training in sexual harassment, FMLA, ADA, interviewing, performance management, team building, diversity awareness, and other similar topics.
14. Other duties and projects as assigned
Education/Experience Required
? Bachelor?s Degree in human resources management or related field
? PHR or SPHR certification preferred
? Three to five (3-5) years of human resources generalist experience, in a professional (exempt status) capacity
Skills/Abilities Required
? Strong human resources generalist background in talent acquisition, staffing, employment processing, compensation, health and welfare benefits, training and development, records management, safety and health, employee relations and retention, AA/EEO compliance, unemployment compensation and worker's compensation.
? Knowledge of federal, state and local employment laws and human resources concepts and trends.
? Excellent interpersonal and communication skills, verbal and written.
? Ability to analyze data, assess financial and organizational impact and provide solutions and recommendations.
? Ability to maintain professionalism and diplomacy with all levels of employees and outside agencies.
? Ability to maintain strict adherence to confidentiality, safety, security of personnel records information.
? Ability to be detailed oriented and multi-task; strong time management skills.
? Proficient in MS Office (Word and Excel), Outlook and Internet.
