GENERAL SUMMARY:
Acts as the primary point of contact for DART?s Lost Time Programs to ensure that employees and management understand and comply with their responsibilities per stated policies and procedures for Dallas Area Rapid Transit (DART) Risk Management Division.

ESSENTIAL DUTIES AND RESPONSIBILITIES:Assigns employees returning with work restrictions to appropriate temporary assignments. Monitors employee?s performance and compliance with work restrictions and makes changes to the assignments as necessary. Obtains information regarding employee cooperation and program compliance with external resources. Provides recommendations and back-up information to management to allow for assessment of employee cooperation and continued participation in the Lost Time Programs. Acts as a resource for internal and external customers. Evaluates employees progress within the parameters of established policies and procedures in conjuntion with input from the claims adjuster, supervisor, nurse case manager and physician. Assists management in enforcement of employee compliance with mandatory program requirements. Maintains a filing and retention system for all documentation regarding the Alternative Duty Program participants. Reviews and manages all documentation pertaining Lost Time Program participation. Analyzes lost time trends and develops management reports that evaluate the programs effectiveness and recommend potential areas of improvement. Performs program audits. Works with management in identifying Alternative Duty opportunities, evaluating required physical capabilities, and safety requirements for new and existing alternate and modified assignments. Makes recommendations for job modifications or updates to existing assignments as necessary. Updates program assignment inventory on a regular basis. Presents training programs and presentations to educate management, employees, adjustors, physicians and nurse case mangers about DART?s Lost Time Programs. Assists in updating policies and procedures pertaining to the program to keep pace with changes in statues or DART policies. Serves as a resource on issues pertaining to the Short/Long Term Disability and Family Medical Leave Act Programs, and attends quarterly Workers? Compensation Claims Reviews. Conducts periodic survey of internal and external customers to measure overall program effectiveness.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:

Bachelors? degree in Business Administration, Human Resources, Finance, or a related field. Three (3) years progressively more responsible experience in human resources. Familiarity with applicable laws, polices and statues governing the lost time programs. Interpersonal skill to effectively and sensitively communicate with all levels of supervisory and non-supervisory employees, government entities, a culturally diverse community, and all other internal and external DART customers. Writing abilities to develop a variety of correspondence and reports. High level of analytical skill and attention to detail is needed to find solutions to complex interpersonal, legal, financial, technical, and administrative problems. Proficiency with personal computer (PC) and software applications to include Windows, spreadsheet, word processing and database. Valid Texas A, B, or C drivers license, no Driving While Intoxicated (DWI) conviction within the last sixty (60) consecutive months, not more than one (1) DWI on driving record, and not more than three (3) convictions of moving violations within the last thirty-six (36) consecutive months in order to operate DART non-revenue vehicles.

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
