Mgr, Health and Welfare Benefits

The purpose of this position is to lead and execute the company's health care strategy and associated component programs. This position is responsible for the design, development, implementation and management of the activities related to all healthcare benefit programs, policies, plans and objectives and serves as a subject matter expert by provide consulting services to management and employees. This position leads a benefits team and will focus on enabling business growth and providing high-level employee satisfaction by providing leadership and process focus.  

1. Leads the development and execution of health care strategic plan to include focus on wellness programs, condition management, vendor relationships, etc.
2. Responsible for design, development, implementation and management of the activities related to all healthcare benefit programs, policies, plans and objectives. Serves as the subject matter expert and provides consulting services to management and employees.
3. Ensures a cost effective and competitive employee benefits package. Monitors all benefit plan-related costs, coordinates plan audits. Manages all plan vendors for maximum value and effectiveness, recommends cost saving measures, manages the bidding process, reviews vendor quotes, and makes appropriate recommendations for implementation of plan changes. Participates in benefit surveys and analyzes results
4. Manages, motivates and develops the Benefits staff. Keep staff motivated and functioning as a high performance team delivering exceptional customer service to the clients.
5. Ensures compliance with legal requirements (e.g., IRS, ERISA, FMLA, ADA, HIPAA etc); directs the preparation and timely filing of required Governmental reporting.
6. In conjunction with in and outside legal counsel and consultants, maintains plan documents and contracts to assure that both accurately state intended benefits, services and comply with applicable laws and regulations.
7. Serves as a liaison with third party service providers, insurance carriers, consultants and brokers as applicable.

Job Requirements:
1. Seven to ten years of overall business experience
2. Minimum of seven years experience with deployment, administration and management of benefit systems and programs.
3. Minimum of five years experience leading and developing a customer focused services group or team
4. Minimum of five years experience providing consultation to managers on benefits programs, issues, etc.
5. Highly developed communication and analytical skills
6. Knowledge of ERISA, FMLA, COBRA, and other relevant benefits legislation.
7. Knowledge of and experience with utilization of HRIS systems
8. Demonstrated customer focus, project achievement/management, and cross-functional collaboration/teamwork skills.
9. Demonstrated building and leveraging partnerships, persuasion and consensus building skills.
10. Proven sound judgment, values driven, and continuous innovation and improvement and adaptability skills.
11. Demonstrated high performance orientation and change implementation
