Recruiting Manager/Recruiting Team Leader

Principal Duties and Essential Job Functions:
Job Summary: Identifies, recruits, evaluates and recommends placement of candidates at all levels (technical, management, administrative), complying with company policy and EEO, ADA and OFCCP guidelines while managing a team of 1-3 (Recruiters and Recruiting Coordinator). Essential Functions: 1. Consults with management on current and future staffing needs (technical, functional, management, administrative) to identify specific job requirements and potential qualified applicants. 2. Sources, screens and interviews candidates from both internal and external sources ensuring that recruiting practices comply with EEO, ADA and OFCCP guidelines. 3. Assists managers in evaluating applicant qualifications and in the selection of the most qualified candidate. Prepares and extends job offer. Negotiates job offer when necessary to ?close? the candidate. 4. Develops applicant flow for positions. Develops and implements sources for applicants using Internet sourcing, employee referral programs, direct networking, personal networking, job fairs, trade fairs, search firms, employment agencies, etc? 5. Ensures use of all systems (Applicant Tracking System, Resume Databank) as well as compliance with recruiting procedures. Maintains appropriate records and statistics and prepares reports when necessary. 6. Ensures appropriate and timely processing of new hire paperwork, drug testing and new hire background investigations. 7. Maintain current knowledge of industry trends and employment trends to identify current and/or potential issues that may impact applicant availability. 8. Provides leadership and work guidance to assigned team.
Basic Qualifications:
1. Strong knowledge of recruiting techniques and employment policies and procedures. 2. Strong knowledge of Recruiting desktop tools, applications and other resources that support the requirements of the position. 3. Strong knowledge of Federal, State and Local Employment laws and regulations. 4. Demonstrated record of creative non-fee based sourcing techniques. 5. Prior experience managing a team of up to 5 people. 6. Strong oral, written and presentation skills. 7. Strong interpersonal skills. 8. Strong interviewing skills. 9. Strong organizational and time-management skills. 10. Ability to maintain high-level of confidentiality.
