Regional Human Resource Manager-Houston, TX

 Picture yourself working for a company committed to diversity ... a company that trains and empowers its employees to grow! BLOCKBUSTER (NYSE BBI) is looking for a Regional Human Resource Manager to work in Ft. Lauderdale, FL.

Manage the field Human Resources function within a specified area of responsibility with an emphasis on providing strategic direction and coaching to the RDOs and District Leaders on the succesion planning and development of employees. Partner with region, district, and store management on HR related issues and with corporate HR on training and recruiting issues.


Essential Responsibilities:

Manage/coordinate HR programs/policies to include: referral program, annual Store Manager and semi-annual Store Hourly performance appraisal and merit review process, benefits enrollment, relocation processing, progressive discipline and termination process, succesion planning, the internal complaint process, bench stength development and recruiting.
Investigate and liason with the corporate HR/legal department to respond to allegations of harassment, discrimination, employee disputes, grievances and other sensitive issues.
Represent Blockbuster at labor commission and unemployment hearings and participate in follow-up communication and investigations as needed. Coach DLs on proper handling of unemployment claims and hearings.
Monitor, communicate, and take action on monthly, semi-monthly and ad hoc reports to include: turnover, churn, succession planning, open positions, full time employees working part time, inactives, and out of cycle increases.
Conduct training of HR-related topics for field operations on a regular basis.
Ensure accurate and timely processing of paperwork associated with the following: transfers, promotions, Store Managers in Training, terminations, new hires.
Receive and respond directly and/or coordinate appropriate responses to calls regarding policy interpretation, employee relations issues, and business abuse issues.
Track the movement of SMs, DLs, and field staff to support the annual incentive plan process.
Advise field management with regard to screening and interviewing of all applicants and then monitor to ensure diversity within area of reponsibility.
Monitor the costs for the Store Manager in Training and Tuition Reimbursement programs for area of responsibility to ensure expenditures stay within budget.
Technical Knowledge/Skills:

Strong knowledge of Human Resource policies and procedures.
Working knowledge of all federal, state, and local HR laws.
General Areas of Knowledge:

Intermediate skills in Microsoft office software.
Strong written and verbal communication skills.
Strong organization and presentation skills.
Ability to plan and manage projects to completion.
Ability to work independently.
Ability to travel extensively with some overnight stays.
Ability to coach and influence.
Requirements:

4 year degree in Human Resources or related field.
3-5 years of Human Resources experience in a multi-unit retail environment.
PHR and/or SPHR preferred.
