GENERAL DESCRIPTION: Seeking a SW Engineer/API Developer (System Integration) for a large Government agency (HR) PIV Card Program. This candidate shall lead and responsible for the analysis, definition, design, implementation, build-out, configuration, testing, integration of the Personal Identity Verification (PIV) Card Project systems, processes and tools in the PIV Lab and Production environments utilizing Homeland Security Presidential Directive (HSPD ? 12), FIPS 201 and other applicable guidance and standards. The SW Engineer/API Developer (System Integration) shall ensure the tasks associated with delivering the PIV Card systems solution are properly executed to achieve on-schedule and on-budget implementation. This candidate shall have understanding of Smart Cards, Biometrics, Identity & Access Management, Directory Services and Logical Access, technologies, architecture, and standards. The candidate shall analyze, design, develop, identify solution requirements, document, test, and implement PIV Enrollment functionality to support deployment of the PIV solution. The candidate may also be required to analyze, design, develop, document, and implement solutions that integrate with other VA Program initiatives such as, Active Directory, MS Exchange and legacy systems and applications.

The successful candidate must have strong interpersonal and communication skills in order to work with customer stakeholders, developers, the project architects, business analysts, and other team members. The ideal candidate will be currently involved in the HSPD-12 and FIPS 201 standards, suit of COTS products integration and implementation with a job title such as Software Programmer, Java Programmer, Software Developer, or similar programming language focused experience with an overall minimum of 3+ years experience on the job.
Primary Skills and Responsibilities:
Technical skills should include familiarity with industry guidance and standards and experience in medium to large Identity/Access Management, PKI, and/or Smart Card systems implementation, The candidate shall have experience with developing API wrapper/shims and ?glue logic? code necessary support the integration of various 3rd party software products required to realize full integration of the PIV system. The applicant must also be capable of performing unit testing of code modules/packages.
The candidate should be familiar with smart card and/or biometric) standards (excluding ICAO standards), HSPD-12, FIPS- 201, and related standards. The candidate shall be familiar with industry best practices for system design, requirements generation, technical documentation, engineering testing, and configuration management.
Responsibilities include
The Software API Development Engineer is responsible for the identification, analysis, design, development, integration, and implementation of application interfaces required to support the PIV solution. The Software API Development Engineer will ensure the tasks associated with developing application interfaces are properly executed to achieve on-schedule and on-budget implementation of the PIV solution.
?Must Have? Qualifications:
? Education: Bachelors degree in computer science or equivalent combination of education and experience. MS in other disciplines is desirable.
? Minimum 3+ years of overall software architecture, design, and development standards surrounding enterprise application integration
? Must have hands-on programming experience in the following; Java, .NET, C#/C++, VB, J2EE, XML Web Services
? Knowledge of software life cycle process.
? Ability to wrap existing APIs to satisfy interface requirements with other PIV system components
? Experience with popular integrated development environments, such as Eclipse and Visual Studio.NET
? Knowledge of and working experience in multiple computer environments, including Unix and Windows.
? Must be able to work independently under general direction
? Must be able to travel to customer location as needed
?Desirable? Qualifications:
? Experience with popular EAI techniques and enterprise integration patterns.
? Familiarity with core IAM principles (identity lifecycle management, provisioning, role-base/rule based access control, federation, etc.)
? Demonstrated ability to work in a structured environment using an established methodology.
? Familiarity with HSPD-12, FIPS 201, and other applicable government standards and regulations.
