Job Description



Class Title: Application Analyst I (MIS)



 

Job Functions: Under the direction of a Project Manager, Information Systems Manager or other administrative supervisor, designs (e.g. creation of specifications, data models, prototypes, etc.) and

implements Information System solutions for user departments throughout the agency; creates, maintains, tests, debugs and documents application software for personal computers and client server environments according to established standards; assists programmers in the design and coding of intricate subroutines and advanced programming techniques; serves as a technical adviser to systems users; assumes the role of a Project Manager as required.



 

Minimum Qualifications: Bachelors Degree in computer programming, computer information systems or related field or equivalent experience and education.



 

% of Time ILLUSTRATIVE DUTIES: (The duties listed below are intended to depict tasks performed by this classification.)

 

60-90% Uses advanced programming language to create, maintain, test, debug and document application software for personal computer and client server environment, web server environment, and imaging environment according to established standards; assists programmers in the design and coding of intricate subroutines and advanced programming techniques.

30-50% Designs and implements Information System solutions for user departments throughout the agency; creates specifications, data models, prototypes, etc.; collects, organizes and evaluates data and forms to insure accuracy and completeness; makes requested modifications to existing programs; develops testing data, procedures and documentation.

5-15% Participates in the preparation, testing, implementation and training phases of projects; expedites flow of information through the computer system; assumes the role and responsibilities of the Project Manager as necessary. 



5-15% Serves as a resource to other Information Systems staff and as a technical adviser to systems users.

 

The following are knowledge, skills and abilities necessary to perform duties. (*Indicates it may be developed after employment.)

 

Knowledge of: agency policies and procedures*; high level computer languages (Visual Basic, HTML, ASP Oracle SQL*); systems analysis and design; structured programming and testing techniques; application development tools; operation of computer hardware and peripheral equipment; computer programming; flowcharting; data and file structures; web server configuration and security; working with commercial software packages.

Ability to: define problems, collect data, establish facts and draw valid conclusions; Interpret extensive variety of technical material; write and/or modify, test and debug full range of computer programs using high level languages; prepare meaningful, concise and accurate reports; gather, collate and classify information about data, people or things; work independently and cooperate with co-workers on group projects.

Skill in: typing, documentation, communication and interaction with co-workers, public and user agency personnel.
