Applications Programmer Alalyst Sr. - KJD8250

I.  Job Summary:   This senior level position will be responsible for the development and support of various applications
at Blue Cross Blue Shield of Minnesota.  This position requires that the developer work closely with clients,
business analysts and team members to deliver solutions that are aligned with business and IT strategies. 
Application developers are involved in the full systems life cycle and are, therefore, responsible for the
analysis, development, maintenance and integration of application software.

Senior Application Developers have a strong knowledge of programming languages and tools in use by the
organization, as well as, a strong knowledge of system development, integration and project management
methodologies.
 

II. Accountabilities:


Participates as a key team leader or team member on key assignments.
Able to handle assignments of moderate to high level of risk and complexity.
Ability to take projects from start to finish.
Ability to handle multiple assignments.
Leads small project teams.
Resolves production problems and applies changes to ensure that problems do not reoccur.
Provides application and technical assistance to others.
Delivers products through compliance with IT procedures and methodology.
Demonstrates an understanding of the standards and deliverables, which ensure the integrity of the development
process.
Assists in the preparation of cost benefit analysis.
Analyzes new and highly complex development efforts.
Writes technical design specifications.
Provides coding specifications to others.
Applies broad business knowledge and past experience to the analysis/solution generation process.
Designs complex sub-systems and programs in accordance with architecture principles and guidelines. Designs
modules in a manner that achieves reusability, with capacity to handle future enhancements.
Codes complex programs proficiently in a given language(s) on multiple platforms.
Documents programs and job streams according to standards.
Acts as a resource for others in compliance with standards.
Reviews and approves code of other team members.
Understands, promotes and utilizes existing development and testing tools.
Plans and executes integration and system testing.
Acts as a testing strategy resource to others and ensures that the test plans are in accordance with the testing
methodologies and standards.
Meets customer expectations by producing agreed upon products on time, within estimate and without defects.
Participates in the management of customer expectations.
Understands and complies with IT standards or makes appropriate alternative recommendations to modify standards.
Ability to communicate, both orally and verbally, in a clear and concise manner.
Frequently initiates formal and informal contact with customers and team members.  Makes a conscious effort to build
rapport.
Relays decisions, changes and other relevant information to the right people at the right time.
Understands the impact of system design on multiple business processes.
Understands the overall business goals and financial drivers of the organization and relates them to the development
efforts.
Performs on-call duties, including carrying a pager and responding to and resolving issues during off-hours.
Other duties, as assigned.


III. Job Requirements:
 
Bachelor's degree in Computer Science or related, with 5+ years related job experience, or 8+ years job related
experience with no Bachelor's degree.
Requires understanding/experience with multiple programming languages, systems, systems design and software
development methodologies.
5+ years of mainframe, COBOL, MVS, and JCL experience.
2+ years of DB2, VSAM, and CICS experience.
Be proactive and assertive with strong communication skills - team player mentality.
Endevor, UDB, health insurance experience, and distributed technical experience desired.
