Role Summary
Formulates and defines systems scope and objectives based on both user needs and a good understanding of applicable business systems and industry requirements. Devises or modifies procedures to solve complex problems considering computer equipment capacity and limitations, operating time, and form of desired results. Includes analysis of business and user needs, documentation of requirements, and translation into proper system requirement specifications. Guides and advises less experienced Business Analysts. Highly skilled. Competent to work at the highest technical level of most phases of systems analysis while considering the business implications of the application of technology to the current and future business environment. Bachelors degree in Computer Science or a related discipline

Acts as the project lead for coordination and management of specific system development needs and enhancements, utilizing a thorough understanding of available technology, tools and existing designs.
Acts as team leader for projects with moderate budgets or of a short to intermediate duration.
Facilitates business requirements gathering. Includes analysis of business and user needs, documentation of requirements, and translation into proper system requirement specifications.
Ensures integration of projects and adjusts project scope, timing, and budgets as needed, based on the needs of the business.
Plays a lead role in assuring continuous quality improvement.
Documents, tests, implements and provides on-going support for the applications.
Provides guidance and leadership to other analysts.
May instruct, direct, and check the work of business analysis personnel..

Qualifications:
Bachelor's degree. 6+ year working experience overall.
4+ year knowledge of healthcare business analysis. Strong working knowledge of HealthCare products and services. Demonstrated analytical and problem-solving skills in situations that are complex and unique.
Ability to work independently and make timely and accurate decisions with minimal supervision. Ability to manage multiple priorities independently and simultaneously
Strong computer skills. 2+ year working knowledge of DB2, Mainframe environment and QMF is required. MS Access and other MS Office tools are essential for this position. Current working knowledge of SAS development is required. VBA development capacity is a plus.
Excellent written and verbal communications skills. Customer oriented..
