Business Systems Analyst III - Los Angeles, CA

Under the general direction and guidance of the Manager of Business Systems Analysis, the Business Systems Analyst III will lead medium to large size software development projects within Information Services. The incumbent must be able to work independently and produce results that meet standards of quality, timeliness, and acceptability with minimal supervision and general direction. This position will instruct or guide lower level Business Systems Analysts and ensure that those tasks have been performed within established policies, procedures and guidelines. The incumbent will be responsible for coaching and motivating other business systems analysts and will need to commit to long hours of work when necessary to reach goals.

The incumbent, with minimal supervision, provides technical and business-related subject matter expertise across multiple initiatives. This position will also regularly lead team and coordinate team member activities to ensure the timely development of high-quality deliverables. The incumbent must possess deep technical abilities in one or more primary products, programs or technologies. Must have knowledge of the healthcare industry, specifically manged health care and/or State sponsored programs, the full scope of HMO operations, Managed Health Care (MHC) System, Oracle 10g suite and/or other core business applications.

 

This position may instruct or guide lower level Systems Analysts.

Summary of Responsibilities:
*Manage multiple medium to large scale development projects
*Act as system analysis lead regarding design and development of software; provides senior level expertise, critical judgement; and quality assurance
*Document business requirements, designs, structures; presents designs to others as requested.
*Develop training materials to support applications when needed and conducting roll-out training for end users along with Training & Development staff
*Develop creative, "out-of-the-box" solutions for processes/procedures
*Consistently provides assistance and support to team members and other departments in a professional and harmonious manner

 

QUALIFICATIONS:

 

EDUCATION / TRAINING: BS/BA required

EXPERIENCE:
6-8 years. May substitute a maximum of 2 years graduate level education for years of experience

TECHNICAL SKILLS:
*Basic SQL
*Entity Relationship Diagram (ERD) development
*Managed Health Care (MHC) knowledge
*Oracle 10g knowledge
*MS Office Suite including MS Projects, Visio
*Lotus Notes, preferred

STRONG WORKING KNOWLEDGE AS FOLLOWS:
* Excellent verbal & written communication skills; and strong interpersonal skills required.
* Ability to interpret variety of instructions furnished in written/verbal/diagram/schedule form.
* Excellent time management and organizational skills; works well under pressure.
