Capital Planning/Portfolio Management Consultant

Key Role: Apply a combination of financial analysis, business planning, and technology expertise to develop capital planning processes and deliverables. Provide IT Capital Planning and Investment Business Case Development support to Mission Owners, CIO's, IT management staff, IT budget staff, and project managers within the intelligence community. Comprehend, interpret, analyze, and provide recommendations as a subject matter expert to clients regarding compliance with OMB Circular A-11, OMB Circular A-130, including Management of Federal Information Resources and OMB Circular A-94, including Guidelines and Discount Rates for Benefit-Cost Analysis of Federal Programs. Assist and lead the development of business cases and other related deliverables, including CBA, alternatives analysis. Assist and lead the review of specific investments throughout their lifecycle and implementation, including control reviews, providing functional and subject matter expertise to the project development team and organizational stakeholders. Assist and lead clients in the integration of capital planning and portfolio management with other key disciplines, including strategic planning, enterprise architecture development and oversight, project management, financial management, and resource planning.



Functional/Industry Knowledge:


-5+ years of overall experience


-Knowledge of IT investment management and capital planning


-Knowledge of the Clinger-Cohen Act and business cases, including Exhibit 300's


-Knowledge of Federal Enterprise Architecture


-Possession of excellent organizational, writing, and briefing skills


-Possession of excellent customer, management, and external organization interface and facilitation skills


-Knowledge of project management


 


Education/Certifications or equivalent required:


BA or BS degree in Engineering, Communications, CS, or a related field required; MA or MS degree preferred


 


Clearance:


Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information; Top Secret clearance is required.
