Position and Scope


 

The position of Chief Business Analyst reports to the Assistant Director of the Management Services Division. The Chief Business Analyst conducts advanced, comprehensive business analysis of the most complex technology based services of the Department of Information Services in order to assess the viability of the department?s overall information technology business cost recovery structure. The position analyzes significant business problems requiring a depth of expertise in both business and information technology. This expert level position operates in a politically sensitive environment with minimal supervision.

 

This position analyzes new technology initiatives which may be proposed by the agency, may be directed by the Governor, or may come from proposals from other agencies or the legislature. The accurate analysis of such initiatives directly contributes to policy development for the state?s information technology.

 









This position is necessary to achieve the department?s cost recovery goals for the various DIS services offerings. As a part of performance management and activity-based budgeting, costs and revenues need to be evaluated in detail at the service offering level. This work and analysis are critical in the agency development of policies and business plans.



Principal Responsibilities


 

Serves as the agency?s expert for business analyses.

 



Works with each division to develop, implement and monitor business plans for the agency service offerings. This work involves a wide variety of technology related service offerings as well as a diverse set of managers and staff.

 



Works with other agencies to research business needs and use of service offerings to ensure recommendations and reports are sufficiently comprehensive to reflect accurate analysis.

 



Leads the agency?s annual rate review. This work involves the assessment of each service offering, including a review of historical data and of projections for future periods. The work must look across the agency divisions for interrelationships, must tie to the agency?s strategic plan, and must consider market trends and trends in Washington state government.

 



Works with agency management to analyze and develop business plans for new technology initiatives.

 



Prepares analysis that is presented to the Office of Financial Management in support of budget decision packages and to legislative committees when requested.



Desirable Qualifications

 

A Bachelor?s degree in public administration, business or closely allied field is required. Graduate study/degree is preferable.

 



At least three years experience as business analyst, fiscal analyst, or similar position, preferably working with the operations of information technology.

 



Experience in evaluating business plans, financial statements and marketing plans for government, not-for-profit, or for-profit organizations.

 



Demonstrated experience working with executives, management staff, employees, professional organizations, and others with solid problem solving and conflict resolution skills.

 







Demonstrated knowledge and abilities should include:

 High-level analytical and organizational skills. Work effectively with both technical and non-technical staff and customers. Evaluate business assumptions based on known and unknown critical information. Analyze complex financial and statistical data and determine their significance. Interview users to understand business processes. An understanding of the difference between government and for-profit organizations that sell services and products. Business, budget, finance, and accounting processes that are used to develop and monitor the implementation of business and marketing plans.
