COMPUTER PROGRAMMER I thru IV (Occupational Base)

Minimum/General Experience:

The computer programmer applies an understanding of application programming languages and undertakes to design new programs, implement changes to existing programs and/or assess feasibility of system enhancements. The computer programmer participates as part of a team to develop program logic and develops programming code needed to achieve desired outcomes.

COMPUTER PROGRAMMER IV

Minimum/General Experience: Four-year degree in computer science or business or closely related area. Technical certification or experience in computer programming and/or application development. At least 5 years experience in developing computer programs. Experience with DoS financial systems such as RFMS, CFMS, RMS, Travel Manager or Travel.

Functional Responsibility: Develops and modifies and maintains complex programs. Designs and implements the interrelationship of files and records within programs which will effectively fit into the overall design of the project, e.g., a critical path analysis program to assist in managing a special project. In addition performs such programming analysis as, investigating the feasibility of alternate program design to determine the best-balanced solution. Assist user personnel in defining problems or needs and determining work organization, the necessary files and records, and their interrelation with the program; or on large or more complicated projects, participates as a team member along with other IT personnel and users and having responsibility for a portion of the project. Works independently under overall objections and direction, apprising the supervisor about progress and unusual complications. May function as team leader or supervise a few lower level programmers or technicians on assign work.

COMPUTER PROGRAMMER III

Minimum/General Experience: Four-year degree in computer science or business or closely related area. Technical certification or experience in computer programming and/or application development. At least 4 years experience in developing computer programs. Experience with DoS financial systems such as RFMS, CFMS, RMS, Travel Manager or eTravel.

Functional Responsibility: As a fully qualified computer programmer develops and modifies assigned programs that are typically linked to several other programs. Recognizes probable interactions of other related programs with the assigned programs and is familiar with related system software and computer equipment. Solves conventional programming problems. Designs and implements modifications to the files and records within programs. Test and documents work, writes and maintains operator instructions for assign programs. In addition may carry out fact-finding and program analysis. Works independently under specified objectives applies judgment in devising program logic and in selecting and adapting standard programming procedures, resolves problems and deviations according to established practices. May guide or instruct lower level programmers; may supervise technicians and others who assist in specific assignments. May work on complex programs under close supervision.

COMPUTER PROGRAMMER II

Minimum/General Experience: Two-year degree in computer science. Technical certification or experience in computer programming and/or application development. At least 3 years experience in developing computer programs. Experience with DoS financial systems such as RFMS, CFMS, RMS, Travel Manager or eTravel.

Functional Responsibility: Maintains and modifies routine programs. Makes approved changes by amending program flow charts, developing detailed processing logic, and coding changes. Test and documents modifications and writes operator instruction. May write routine new programs using prescribed specifications. May evaluate simple interrelationships in the immediate programming area. Reviews assignment details with higher-level staff to insure thorough understanding, and seeks assistance when guidelines are inadequate or when unanticipated problems arise.

COMPUTER PROGRAMMER I

Minimum/General Experience: Two-year degree in computer science. Technical certification or experience in computer programming and/or application development. At least 1 year of experience in developing computer programs. Experience with DoS financial systems such as RFMS, CFMS, RMS, Travel Manager or eTravel is desirable.

Functional Responsibility: Under close supervision, assists higher level staff by performing elementary task e.g. drawing flow charts, writing operator instructions, or coding and testing routines to accumulate counts, tallies, or summaries. May perform elementary fact-finding concerning a specified work procedures and report findings to higher-level staff.
