Primary Skills and Responsibilities:
Technical skills should include knowledge of industry guidance and standards in the definition of functional processes, operational implementation experience, strategic planning experience, and management experience. The candidate shall have a broad and diverse background of management, operations, and technical hands-on experience that enables them to offer insights regarding the impacts of implemented or proposed processes at the strategic, operational, and tactical levels of the organization. The candidate should possess a broad range of knowledge with technology and have a strong background with enterprise architecture, systems development, and enterprise implementation. Past experience working with the Goverment, the organizations business processes, and organizational culture is desirable.
The candidate will be required to work across a broad range of personnel within the PIV project team, and aid in the establishment of business processes that will embrace a common way of managing identity across the enterprise. The candidate must have a solid understanding of architecture and business process engineering, and be capable of communicating with technical Systems Team personnel, at a technical and functional level, the identified use cases, workflows, and processes. This interaction will be provided in a manner that will facilitate the establishment of the PIV system and its ability to support the business environments. The candidate will work with the Systems Team to define the system methods and approaches that have been deemed acceptable to business stakeholders and assist in evolving the common PIV solution.
The candidate should possess knowledge of identity management technology and a strong background with enterprise system implementation. The candidate should be familiar with PKI, IAM, smart card and biometric standards (excluding ICAO standards), HSPD-12, FIPS- 201, and related standards. Knowledge of industry guidance and standards and experience in medium to large PKI, CMS, Identity/Access Management, Smart Card, and/or Token Based systems implementation is preferred. The candidate shall be familiar with industry best practices for system design, requirements generation, technical documentation, engineering testing, and configuration management. Excellent leadership, coordination, and communication skills are also required.

?Must Have? Qualifications:
? Education: Bachelors degree in computer science or equivalent combination of education and experience. MS in other disciplines is desirable.
? Minimum 7+ years of overall design, implementation, and/or consulting role
? Minimum 3+ years enterprise architecture related work
? HSPD-12 and FIPS 201 standards and guidance understanding
? Leadership and management team experience in implementing medium to large solutions.
? Knowledge of software life cycle process, engineering methodology, business process definition and change management.
? Knowledge of and working experience in multiple computer environments, including Unix and Windows.
? Strong/Solid Customer skills
? Very Strong written and verbal communication skills.
? Strong leadership and technical project management skills and techniques.
? Must be able to work independently under general direction
? Must be able to travel to customer location as needed
? Experience in planning, designing, deployment, testing and scheduling for Enterprise level system implementation based on industry best practices.
