Data Specialist

General Experience:
Three (3) years of progressive technical experience.
Working knowledge of desktop database tools, programming/scripting languages, spreadsheets and word processing applications.
Must be fluent in the English language and have demonstrated ability to communicate, timely, effectively and accurately with all levels of personnel both orally and in writing.
Specialized Experience:
Three (3) years of experience with desktop database programs or query tools such as Microsoft Access to perform sorting, querying, merging, reconciling and manipulation of large, multi-table databases.
Three (3) years of experience programming using SQL and Oracle tools.
Three (3) years of experience with spreadsheet programs such as Microsoft Excel to perform merges, sorting, importing, exporting, parsing, and formatting.
Demonstrated ability to analyze complex processes, functions and procedures that may impact operations and workflow activities and translate into database requirements.
Functions:
Performs an active role in the acquisition, initial review, evaluation and determination of the usability of data contained in the automated systems of plan service providers, such as actuarial firms, banks, insurance companies, plan administrators, and other outside entities.
Facilitates the transfer of data from actuarial firms, banks, insurance companies, plan administrators, and other outside entities into the various processing and corporate system databases and for the consistency of the data between various databases.
Provides guidance and technical assistance to TPD auditors, actuaries, pension analysts, actuarial contractors, field benefit administrators and other BAPD staff on the efficient transformation of acquired data into useful information and integrating data with BAPD and corporate systems.
Responds to various ad hoc requests as assigned requiring data selected from BAPD and/or corporate databases to enable PBGC to respond to inquiries.
Assesses BAPD processes (e.g. benefit administration, plan assumption, participant meetings, participant data audit, valuation, benefit determination letters and plan closing) for opportunities to better integrate data, software systems and procedures. Participates in the identification, recommendation, and implementation solutions to data problems and inefficient benefit administration.
Participates in the development and review of operating specifications for actuarial, benefits administration or other case processing systems. May be called upon to coordinate and/or perform testing of actuarial, benefits administration or other case processing systems. Maybe called upon to coordinate and/or perform training to BAPD staff on use of case processing systems.
