Data Standards Manager/Coordinator

The selected candidate will become part of our Communication and Information Solutions group (C&IS) providing software development support for our Government and Industrial clients. The associate software developer/analyst will work with multiple project teams and be responsible for the management and oversight of a major GIS standards organization.
The Data Standards Coordinator's role is to strategically support and facilitate development and upgrade of geospatial data standards, including business rules, for a variety of Federal, State, and local entities worldwide. The Data Standards Coordinator will work with many US National and potentially international agencies, to facilitate discussion and catalyze decisions which will define GIS data standards for a transformed Spatial Data Standard for Facilities, Infrastructure, and Environment (SDSFIE) which can be easily integrated and support DoD enterprise information management system in accordance with DoDD 8320.2 Data Sharing in a Net-Centric Department of Defense. Other Federal Communities of Interest may also require support and as such, the coordinator will ensure development of a flexible data standards framework.
The Data Standards Coordinator will contribute to the development of new methods, procedures, processes and/or systems that will enhance the publication, management, distribution, and implementation of the standard. The Data Standards Coordinator will facilitate these processes by assisting technical and project teams with the definition of a new standard, enhancing and administering the process by which new standards are defined, reviewed and ratified by the USACE, ensuring that standards are posted and communicated to stakeholders and communities of interest within the firm, and assessing the adherence to standards across the enterprise.
The Data Standards Coordinator will oversee a data standards program and provide a broad range of support for on-going geospatial data standards activities as well as provide guidance and support for new data standards activities. The candidate will work with business managers, analysts, stakeholders, and IT analysts (data modelers, database architects/DBAs) to support our client's innovative and evolving data standards program. This position requires an in-depth knowledge of, and appreciation for, the relevance of OMB Circular A-16, DoD Directive 8320.2, and NGA governance constructs for standards development.
The Data Standards Manager's responsibilities may include:
o Overseeing the development, and modifications to data standards guidelines and governance documents, along with their adoption and applications.
o Development and Management of a Data Standards Registry
o Coordinating collaborative efforts for defining commonly used business terms
o Reporting on the status of data standards initiatives.
o Reviewing submitted data standards candidates, and ensuring that data standards governance and guidelines are being consistently applied.
o Reviewing data standards, definitions and names for conformance to the naming convention.
o Responding to questions about data standards-related practices and activities and documentation.
o Developing training material and providing training on data standards.
o Participating as a member of a Data Standards Steering Committee, planning meetings and taking and distributing minutes.
o Facilitating the administration of data standards activities of workgroups whose charters involve data exchange and/or data standards, including scheduling meetings, preparing meeting material, documenting meeting conversations, and preparing and distributing meeting notes and minutes.
o Working with cross-enterprise stakeholders and participants to help in their adoption of agreed-to data standards.
o Researching and adopting data standards industry best practices
o Reporting on the data standards program
Qualifications:
Education: MS in Geography, Computer Science, Management Science, or related field
Years of Experience: 8+
Soft Skills
o Strong written and verbal communication skills
o Strong leadership, coordination, and mentoring skills
o Strong understanding of IT lifecycle management
o Strong understanding of Enterprise Architecture (EA) processes, dynamics, and value proposition
o Understanding of the full software development cycle
