Duties:
The Department of Workforce Development's (DWD) Director of Network Services is responsible for the IT Network Services Department. The responsibilities of the position include the day to day management of the Customer Support Unit, the Help Desk, the Desktop Integration and Support Unit, the Network Operations Unit, the Internetworking and Security Unit, and the Telecommunications Services Unit. The Director of Network Services plans, develops, organizes, directs, and controls all activities within the data network and telephone network operation, which includes: analysis, development, and implementation of data and voice networks; the analysis and implementation of all network equipment, network operating systems, system software, desktop technology/software, telecommunication systems, network security administration, web site support for UI and ES WEB applications, E- mail administration, and LAN/WAN technology.
The Director, Network Services is responsible for the deployment, control, maintenance, and improvement of the DWD wide area network (WAN) which runs on Cisco routing and switching gear, and which employs the Microsoft Active Directory Service for directory services; in addition the Director is responsible for all LAN operations within the Hurley Building in Boston. The Director of Network Services designs and implements a network that fosters both staff and customer growth, allows DWD to provide high quality services for the unemployed, connecting qualified workers with employers, and supplying customers with up to date information on jobs and economic development. The DWD network is the technology vehicle used to build a world class workforce and stimulate economic growth in the business sector.
Major Responsibility Areas:
Plan, design, and manage data and voice networks, LAN/WAN technology, central and local office servers, desktop hardware/software, telecommunications systems, sixth generation software, TCP/IP, firewalls, FTP drop-box, Microsoft Exchange servers, Active Directory Services, Unix Tru64OS, Windows 2000/2003 and XP, application and database server support, and new technology strategy, determination, implementation, and support.
Responsible for the research, testing, purchase and installation of new technology such as: PC hardware/ software, server hardware/software, firewall hardware/software, security hardware/ software, utility packages, PC emulation software, Microsoft (Exchange, MS Office, Outlook, Internet Explorer, IIS etc.) software and the installation and support of adaptive technology for people with disabilities.
Provide expert system analysis in the implementation and support of software and hardware applications for Local Area Networks (LANs) and Wide Area Networks (WANs) by establishing policies and standards; evaluating and analyzing current operations; recommending changes to policies and standards and supporting these applications in order to fulfill agency goals and objectives.
Develop and manage IT Network Services Department fiscal year budget for both personal Services (PS) and Non- Personal Services (NPS). Manage IT Network Services Department within budget constraints by consistently monitoring and approving all purchases, equipment maintenance and software maintenance invoices, as well as consultant invoices, overtime requests, and staff program charging.
Recruit, hire, and regularly evaluate qualified staff, and ensure staff is adequately trained in the areas of their duties and responsibilities, and knowledgeable in all areas of networking, LAN/WAN technology, network administration, desktop integration, software support and telecommunication systems.
Qualifications:
MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five years of full-time or equivalent part-time, supervisory or managerial experience in business administration, business management or public administration and (B) of which at least two years must have been in a management capacity.
Preferred Qualifications:
The Director of Network Services must have a thorough knowledge of data communication and telecommunication theory and practice, data communication protocol theory and practice, network analysis and design experience, on-line system performance monitoring tools and techniques, network management software, network administration policies and procedures, PBX administration, Active Directory, global directory services, Windows operating systems, Unix operating systems, LAN/WAN technology, Cisco switches, routers and manageable hubs. The Director of Network Services must posses a thorough knowledge of management skills and techniques to motivate and direct managers and staff effectively. The person must also possess strong and effective negotiation skills, and the ability to write, speak and manage a large dispersed staff effectively.
The Director of Network Services must have a strong:
?Working knowledge of server and PC hardware configuration requirements and operating systems capabilities.
?Working knowledge of application and communication software.
?Working knowledge of sophisticated private branch exchanges (PBXs), their configuration requirements, virtual call center support requirements, call vectoring, and computer telephony integration (CTI).
?Working knowledge of computer programming techniques and applications.
?Ability to recognize and direct staff in regard to network problem resolutions.
?Ability to communicate with, analyze and recommend solutions to problems encountered by other IT staff and end users.
?Working knowledge of central processors, nodal processors, LANs, WANs, network multiplexers and network test, control and monitoring equipment.
?Working knowledge of various voice and data communication protocols and network systems and operations.
