Job Description:

 

 

 RSIS has an immediate opening for an experienced GIS Software Developer/Specialist located in Silver Spring, MD Summary of Duties and Responsibilities: This position is for a Software Developer/Specialist in support of a NOAA model enhancement project to create and/or update SLOSH (Sea, Lake and Overland Surges from Hurricanes) model basin databases for the National Weather Service (NWS), Meteorological Development Laboratory (MDL). The customer is seeking to develop new techniques and to improve existing techniques for producing forecasts of coastal marine environment. Emphasis is on developing storm surge and coastal wave forecasting techniques and applying them to the nation?s vulnerable coastal areas. The GIS Software Developer/Specialist will also assist in generating the model grid for an area by obtaining the bathymetric and terrain data required; extracting bathymetric and terrain data for use in the model; ascertain that data sources are acceptable to the meteorological and oceanographic scientific community. The current primary sources for terrain are the 30 meter by 30 meter USGS Digital Elevation Model (DEM) data and LIDAR data (where available) and, for bathymetry, the NOAA National Geophysical Data Center 100 meter by 100 meter DEM's. Candidate will use/develop software to enter, update, and display information in this database. Assist in developing GIS-based databases with database displays and management of SLOSH simulations. Test SLOSH model with data from past hurricanes and water levels observed during those hurricanes - special attention paid to areas surrounding cuts, channels, and barriers. Maintain topographic and bathymetric databases developed through this task. Technical Requirements: Ideal candidate will be an experienced software developer with a varied technical background. Experience with ESRI products a plus. Highly desirable: experience with programs written in Tcl, C, or FORTRAN. Excellent independent user coordination and "people" skills are a must. Excellent verbal and written communication skills. Degree in Computer Science, Geography or related physical science. 

 

 

 

Benefits:

401(k) Retirement Plan
Employees are eligible to participate in the plan on the first of the month following the date of hire. For the year 2004, the Plan allows you to reduce your taxable base compensation by up to 25% to a maximum of $13,000 through payroll deductions on a pre-tax basis. RSIS matches the first 3% of an employee's contribution. Ten investment options are offered through the American Funds Group.

Medical Insurance
Group medical insurance is offered through Great-West Insurance Company.* RSIS pays the majority of the premium for all regular, full-time employees and their eligible dependents. RSIS offers a two-tiered Preferred Provider Organization (PPO) Plan.* Medical, dental, and vision insurance becomes effective on the first of the month following the date of hire or the date of hire if that is the first of the month.

Prescription Drug Card
Participants in the Great-West medical plan are also participants in the prescription drug card program administered through Great-West.* A mail order program is available that provides substantial savings to employees.

Dental Insurance
Group dental insurance is offered through The Guardian Insurance Company.* RSIS pays the majority of the premium for all regular, full-time employees and their eligible dependents.

Vision Insurance
Vision insurance is offered through the Vision Service Plan (VSP).* Utilizing VSP member doctors provides a variety of benefits including eye exam and discounted products. RSIS offers a basic plan, and a vision buy up plan offering substantially enhanced benefits.

Company-Sponsored Short-Term Disability Plan
Short-term disability benefits are effective the first of the month following the date of hire. RSIS pays 100% of the premium for short-term disability insurance for all regular, full-time employees. The benefit pays 70% of the employee's weekly salary, to a maximum of $1,000 per week. Benefits under this coverage begin the eighth calendar day (including maternity claims). Benefits may continue up to 12 weeks.

Company-Sponsored Long-Term Disability Plan
Long-term disability benefits are effective the first of the month following the date of hire. RSIS pays 100% of the premium for long-term disability insurance for all regular, full-time employees. The benefit pays 60% of the employee's monthly salary, to a maximum of $10,000 per month until age 65. Benefits under this coverage begin after 90 days or the date short-term disability payments end.

Company-Sponsored Life and Accidental Death and Dismemberment Insurance
RSIS pays 100% of the premium for one times salary (minimum of $50,000 and a maximum of $100,000) of life insurance and of accidental death and dismemberment for regular, full-time employees.

Employee Assistance Program
RSIS pays for an employee assistance program through Reliance Standard Life Insurance Company.

Supplemental Life Insurance
This voluntary life insurance program allows employees to purchase additional life insurance for themselves, spouses, and dependent children. There is no medical evidence of insurability required if employees sign up within 30 days of hire and do not exceed the basic coverage limit. The insurance is portable, and employees may continue it at the same rates should employment with RSIS end.

Paid Universal Leave
Regular, full-time employees accrue 18 days of universal leave each calendar year. Paid universal leave is accrued at the rate of 6.00 hours per pay period for 1 to 5 years of service. After 5 years, paid leave is accrued at the rate of 7.00 hours per pay period (21 days per year). After 10 plus years, paid leave is accrued at a rate of 8.00 hours per pay period (24 days per year). Employees may roll over balances up to 320 hours each calendar year.

Paid Holidays
RSIS observes ten (10) paid federal holidays each year: New Year's Day, Martin Luther King Jr.'s Birthday, President's Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans' Day, Thanksgiving Day, and Christmas Day.

Education/Training Assistance
RSIS encourages all employees to continue their education. If an employee wishes to study job-related courses, RSIS will prepay 100% of the tuition up to $5,000 within any 12-month period. Tuition, registration, books, and lab fees are included in this benefit. To receive the full benefit, an employee must receive a grade of "A" or "B" and stay with RSIS for 15 months following course completion. Eligibility and service requirements must be met; employees please contact Human Resources for details.

PC Buy Program
RSIS will pay 20% of the cost of a PC (on a system of $2,000.00 or less) and finance the remaining 80% of the purchase at 0% interest for 1 year. Repayment is through payroll deduction. Eligibility and service requirements must be met; employees please contact Human Resources for details.

Parking/Public Transportation Allowance
RSIS encourages employees to utilize public transportation by participating in the Public Transportation Benefit Program. The company assists employees who elect public transportation by contributing to the cost up to $100 per month. For those who utilize public parking, RSIS will pay for the full cost above the first $50 paid per month by the employee.

Professional Organizations
RSIS reimburses employees for job-related professional affiliations and professional magazine subscriptions up to $175 annually.

Automatic Payroll Deposit
RSIS offers employees automatic payroll deposit. Employees may designate up to three accounts for direct deposit.

Employee Referral Bonus
Referral/recruitment bonuses of $500 or $1,000 are paid to full-time employees who refer an individual to RSIS. The referred employee must be a full-time employee for 6 consecutive months before the referral bonus is paid to the referring employee.

Spot Bonus Plan
This bonus is distributed to any employee for one-time exemplary service that exceeds expectations.

Semi-Annual Bonus Plan
A bonus is awarded to those employees who demonstrate exceptional performance in their daily job responsibilities. Group Managers, Corporate Managers, and Executive Management determine candidates for participation in the bonus plan.

Flexible Spending Plan
Employees may contribute to a Health Care and/or a Dependent Care Flexible Spending Account. Contributions are made through payroll deductions on a pre-tax basis. When eligible expenses are incurred, employees receive tax-free reimbursement.
