IS Systems Manager - KJD8292
I. Job Summary: The Manager is responsible for the people, processes and
deliverables of the department under their direction. The manager directs
the department activities to achieve the mission of the BCBSM
Information Systems with high quality projects constructed on schedule
and within budget. Responsibilities include leadership, employee
development and management, financial planning and management,
project development and support.
II. Accountabilities:
1. Enhancement of existing projects with compliance changes and
project features.
2. Improved project quality through error detection, reporting and correction.
3. Research and selection of technologies that improve quality,
reduce costs, and/or reduce development time.
4. Development of staff competencies that encourage and enable
the smooth progression of ideas from concept to project to servicing.
5. Functional responsibility for staff members.
6. Customer interaction to expand service, gain reaction and pilot
test to achieve project improvements.
Leadership and Planning
1. Establishes and plans to achieve corporate goals.
2. Defines and evaluates various needs of the staff, certifies various
levels of competence and achievement, and provides appropriate supplies,
tools professional development opportunities and working environments.
3. Develops, supports, and administers the department budget.
Allocates resources to ensure efficient achievement of development
schedules.
4. Works with other BCBSM Management to develop priorities.
5. Directs staff activities in accordance with these priorities.
6. Defines and measures staff productivity.
7. Directs the hiring, counseling, and performance evaluation
processes related to human resource management for the department.
8. Provides direction, interpretation and enforcement of policies and practices.
9. Promotes and enhances the IS processes and methodologies
and improves personal level of competency.
10. Displays a positive leadership style, establishing a professional
business environment that will allow subordinates to excel within their
areas of responsibility.
Analysis, Development and Support
1. Insures that BCBSM applications meet or exceed industry standards
for user access, user productivity, project interoperability, and management control.
2. Generates, maintains, promotes and achieves the plans and schedules
for improving application quality, enhancement opportunities, and new project
development.
3. Coordinates the work and services of other BCBSM departments,
contract service providers, and vendors.
4. Works with department staff and Quality Assurance to develop
performance standards and to assure that BCBSM projects meet established standards.
5. Manages resource consumption to stay within budget and on schedule.
Develops alternatives for budget and schedule as needed.
6. Supports, refines, and documents the methodologies, processes and
measurements used in project development.
Communication and Teamwork
1. Provides consultation and support to internal and external customers
in relation to software usage.
2. Shares expertise and experience to help other team members.
3. Works cooperatively with others to accomplish company,
division and project objectives and shares in the community ownership
of these objectives.
4. Promotes team work and employee participation.
Technology Transfer and Research
1. Performs continuous review of technologies, industry standards
and computer industry-related developments and makes recommendations
for further research and changes.
2. Consults with other BCBSM departments and customers on
technology directions and impacts.
III. Job Requirements:
Bachelor's degree (Computer Science or Business preferred)
5+ years direct management experience, including performance reviews,
hiring/firing responsbilities, managing budgets, and formal leadership
experience.
3+ years IS applications support experience (support and maintain existing applications).
Oracle experience required.
Java, Rational tool suite, Websphere, and FoxPro experience preferred.
