IT Project Manager / Business Analyst

Definitions

 

This is professional, technical and consultative work in the planning, design, oversight, documentation and support of computer information technology projects, solutions and services.

 

An employee in this position provides technical expertise in multiple specialties or in multiple complex areas of a specialty in the microcomputer environment.  Work includes coordinating and/or conducting feasibility and impact studies of technology direction or proposed solutions.  Duties may include implementation of recommendations and general project management activities.  Work is performed under general supervision; however, the employee is expected to exercise considerable initiative and independence in the performance of assigned responsibilities.

 

Examples of work

 

Assumes responsibility for coordinating project management, or project oversight activities.

 

Provides technical consultative guidance to management, customers and/or other information technology staff.

 

Serves as a technical multi-discipline liaison for the organization, and at a state level, in the areas of technology or infrastructure development .

 

Serves as a technical expert in computer systems analysis and design; database and/or network management; systems programming, project management; and/or other information technology specialties.

 

Ensures effective and efficient systems integration of projects.

 

Provides guidance to ensure data and systems integrity.

 

Provides guidance in capacity planning.

 

Provides cost and benefits analysis or leads multi-discipline evaluation teams in the development and/or re-engineering of processes and/or the analysis of technology solutions to meet business needs.

 

Coordinates and develops multi-discipline standards and policies for information technology related issues.

 

Researches, reviews, recommends and prepares requests for proposals and/or bid specifications for hardware and/or software purchase; evaluates bid responses.

 

Conducts or participates in feasibility assessments

 

Obtains and documents detailed user requirements, use cases, and data requirements for technology solutions through research, education, observation, interviews, and/or participation with end-users and user management

 

Thoroughly and accurately communicates user requirements to technical development staff

 

Leads or participates in high-level solution design with technical development staff

 

Leads or participates in detailed application design with technical development staff

 

Participates in iterative assessment of solutions adherence to design documents

 

Leads or participates in iterative presentation of progressive development to users, identifying and documenting any necessary adjustments and communicating those adjustments to development staff

 

Leads or participates in the creation of Test Plan documentation and specific Quality Assurance test scripts

 

Leads or participates in Quality Assurance testing

 

Guides and assists users in UAT planning, scripting, and execution

 

Leads or participates in the development of User Training Plan, training materials, and specific training exercises

 

Conducts or assists with user training

 

Serves as liaison to users for bug resolution

 

Performs other related work as assigned.

Thorough knowledge of the principles of computer programming and systems analysis, design, testing and documentation.

 

Thorough knowledge of the general operating principles and capabilities of computer hardware and software.

Experience and Education Qualifications

 

Two years experience in a mid-level technical position

 

OR

 

Graduation from an accredited four-year college or university with at least fifteen (15) semester hours in computer science, computers information systems or closely related areas.  Graduate work in computer science, computer information systems or closely related areas may be substituted on a year-for year basis.
