IT Systems Engineer 3 - Requirements Analyst

As a Requirements Management Engineer, you will define the methods and procedures to develop and maintain system and software requirements for an enterprise-level web-based Department of Defense (DoD) application.  In this capacity, the position requires technical knowledge in requirements analysis and management for web-based software applications.

Experience and proficiency with an automated requirements management tool is required.

 

The RM Engineer will work closely with the management team to define and implement the requirements management process for the DOEHRS-IH application.  The Defense Occupational and Environmental Health Readiness System – Industrial Hygiene (DOEHRS-IH) application provides Department of Defense (DoD) industrial hygienists with the capability to track and monitor DoD workers’ potential exposures to hazardous conditions.  DOEHRS-IH provides functionality to analyze collected data to recommend controls to provide a safer work environment for employees.

 

The ideal candidate for this position will have extensive knowledge of requirements management and analysis.  The candidate will have hands-on experience using and administering an automated requirements management tool.  The candidate will have experience working directly with customers to elicit requirements and define system functionality.  Ideally, the candidate will have experience working in a CMMI Level 5 assessed organization. 

 

Candidate must be able to work independently to administer and use Serena’s RTM tool to manage system and software requirements.  The candidate will also be responsible for organizing and facilitating requirements definition meetings with representatives from the user community.  The candidate will be responsible for transitioning software requirements and other preliminary design artifacts to the development and testing team.

 

Primary responsibilities include:

?   Organizing and facilitating requirement definition meetings with users to elicit requirements

? Developing use cases to detail functionality required by user community

? Documenting system requirements

? Managing traceability of system requirements to system components

? Deriving software requirements from system requirements

? Leading the development of application prototype

? Transitioning software requirements and other preliminary design artifacts to the development and testing teams
Assisting with tracking status of change requests submitted by user community



The following are the Basic Qualifications for this position:

 

? Bachelor's degree in a related field and 4 years experience

? Experience developing requirements for web-based applications

? Experience managing requirements in an automated tool

? Strong interpersonal skills and ability to facilitate meetings to elicit requirements

? Demonstrated ability to multi-task supporting development of requirements for more than one release at one time

? Strong organizational and tracking skills

? Excellent verbal and written communication skills

 

Experience in the following areas is an asset:

? Using Microsoft Office tools

? Administering Oracle databases
