Information Technology Architect

General Dynamics Information Technology has an opening for a Project Portal Manager & Information Technology Architect in Arlington VA. The candidate shall perform the following tasks which provides project management for the development and the deployment of an agency wide portal platform. All work will report to the Director of Data Management and eGov Services. Individual will conduct requirements gathering sessions with identified stakeholders including but not limited to defining goals and determining audience and what information needs to be shared. Evaluate requirements and make recommendations on using the portal to meet the stated goals. Provide guidance and assistance to department portal team in developing a strategic plan and an information architecture for their portal. Attend meetings with departments deploying portal to explain the process for implementing the portal phases and responsibilities of the department and of DTS and a possible timeline to help the department develop their information architecture and to motivate the department's portal team toward the ultimate goal of portal deployment and maintenance in a timely manner. Establish best practices for updating and maintaining the portal. Schedule time resource tasks in the areas of portal administration planning and training to DTS portal team of two; follow up to ensure tasks are performed in a timely manner; provide guidance on performing tasks as needed. Meeting weekly with Director of Data Management and eGov Services to provide status of portal development and raise any issues. Deliverables to include: Information Architecture Document for DPW/Engineering portal PRCR portal and CPHD portal; Cleanup Existing DHS portal and OSS portals.

University/College Degree Bachelor of Science or Bachelor of Business;Master Degree is preferred.

Knowledge of Oracle Portal platform systems, capabilities and technologies from the user?s perspective. The successful candidate should be able to translated business requirement into the right set of technology tools to solve the business mission. Portal Design/Information Architect skills. Consultative skills with a strong ability to lead and influence effectively. Leadership experience with teams and projects with enterprise-wide scope.

Skills in collaborating with subject-matter experts from business units to define their goals audience and business requirements for portal/community development and deployment. Strong project management requirements management and client communication skills. Good documentation skills with proven experience in developing training and user manuals. Demonstrated strong verbal and presentation communication skills to organize and summarize information for classroom training. Proven motivator with skills in interpersonal and team building. Familiarity with the process of information architecture and the concept of user interface design.
